  1. 2004 PEBLO CONFERENCEMay 2004 SAN DIEGO, CA CAPT F. L. Nuar Email flnuar@us.med.navy.mil (202) 762-3497 HM1 Jensen (202) 762-3586 Email cnjensen@us.med.navy.mil

  2. Medical HoldMEDHOLD = BUPERS + BUMED

  3. Office of the SMO BUPERS • Mission: To manage the medical care of all injured or ill Reservists on active duty due to a incurred or aggravated medical condition. • Complicated issues: • Reservists’ lack active duty experience, they may have never been on active duty prior to right now. • Reservists’ support system may not be local and may be hours or days away by POV.

  4. Office of the SMO BUPERS • The Reservist may or may not understand what “we” are talking about—medical or Navy terminology. • Civilian employment or lack of employment may or may not be a factor in the Reservists’ desire to leave active duty. • The Reservist may be apprehensive about being able to finish his/her career.

  5. NOW are youThinking like a Reservist!

  6. How DO we assist in this process? • Education -Reservist -Medical Department Representatives (MDR’s) at NRA’s -Military Medical Officers -Navy Mobilization Processing Sites • The absolute worst thing we can do is let the “sea lawyers” assist the member.

  7. How DO we assist in this process? • Perceptions: We are here to assist, we are neither for or against the Reservist, it’s all about the facts of the case. • Communication: via phone/emails -Reservist -Support commands -Treating Physicians -BUPERS SMO Office -Navy Mobilization Processing

  8. How DO we assist in this process? • Expedite care: -Appointments in a timely manner (head of the line privileges). -Verify that the Reservists makes and keeps his/her appointments -BUPERS SMO working with treating physicians one to one, usually results in the care and treatment being rendered more quickly and efficiently.

  9. How DO we assist in this process? Active Duty vs. LOD -”Fit” for duty - “Light duty” - “Limited duty” (Not for Reservist) • Treatment plans -Potential surgery -Physical Therapy -Recovery period

  10. Generally Speaking • The Reservist who requests a medical extension for elective surgery is usually not approved. • Injuries that occurred during a prior period of active duty should be referred to the VA for care and treatment.

  11. The Reservist on ADSW has a very specific end date to his orders, i.e. Some specific orders grant ADSW members post orders benefits, most do NOT. Noble Eagle/Enduring Freedom recalled reservists have more flexibility in the last day of active duty. This can be good or bad. Different types of orders

  12. CONTINUITY of CARE • Continuity of Care in a medical hold status, for the Reservist recalled to active duty, is a juggling act.

  13. The NOE / LOD shop is moving from New Orleans to Washington DC and merging with the office of the SMO BUPERS, summer 2004. While we are sure to have growing pains initially, we will become a one stop shop for the Reservist with medical issues.

  14. As always we could not do what we do with out your continued support. Thank you all and please continue to call and email and PLEASE give us your continued ideas on how we can improve.
