  3. What is the evaluation about? Evaluation objectives The evaluation will build on and complement evaluation work done previously to assess the overall effects of the portfolios and projects and identify what works amongst the approaches they are using

Why is the evaluation important? • Builds on the evaluation of Wellbeing 1 to answer a range of new and existing evaluation questions and provide more credible evidence on impact • Builds on local evaluations and strengthens the evidence base by measuring impact at a national level and across a diverse programme • Provides a cost benefit analysis of the programme • Shares learning between projects to identify success/areas of improvement to support development of sustainability models • Supports grant holders to make the case for sustaining their activities by effectively communicating how well-being outcomes can be achieved to commissioners, wider stakeholders and policy makers • Adopts a cross cutting emphasis on communications

  5. Overview of our approach

Key outputs include.. • A refreshed set of tools that measure costs and benefits and tackle attribution more effectively • Interim and final reports • Support to projects on evaluation or communications as preferred (2 days on av. per portfolio) • A series of communications outputs • Four events for portfolios • One large event towards the end of the programme

Progress so far • Met all portfolios by mid Sept to discuss the evaluation and learning and discuss support needs (Aug-Sept) • Reviewed the wellbeing 1 survey tools and adapted them based on feedback and on the requirements of the CBA and impact framework (Sept-Oct) • Developed guidance for portfolios in how many surveys to collect and where to send them for data processing (Oct) • Set up our user reference group (URG) (Sept) • Asked all portfolios about preferred support needs (Sept) • Organised this event in response to identified needs (Nov) • Developing a CBA good practice guide (testing phase) (now)

  8. Next steps • Share the draft tools with the URG and get feedback; make final tweaks • Circulate tools with full instructions in Dec • Start planning the next event • Launch the CBA guide once testing phase is done • First policy briefing due out soon • Qualitative research to commence in 2014
