  2. Background facts (1) • Meeting Board of Governors (BoG) of the European Schools 14 - 16 April 2010 • Commission announced that the amounts corresponding to L1 courses not complying with BoG rules would be deducted from its draft 2011 budget

Background facts (2) • The interpretation of the sentence in the BoG’ April 1998 decision concerning category III pupils «creation of a course» is questioned • The General Secretariat will prepare a document for the BoG’ meeting in December, which should allow clarification of certain formulations which are open to interpretation and the setting of more precise rules

Background facts (3) • Conditions to which approval of the 2011 budget by the BoG in its April meeting was made subject, namely, with a view to reduce expenditures: • Revision of the salary scales of seconded staff • Strict application of rules for the creation of classes, groups and courses, for both compulsory subjects and options • Control of expenditure pertaining to SEN pupils

Background facts (4) • Request from the Secretary General to be very attentive to compliance with rules laid down by BoG for the creation of classes and groups, whether for compulsory courses or options at the beginning of 2010-11 school year, in order to cut expenditure in the current difficult economic and budgetary context (May 10th)

Background facts (5) • To show rigour in the organisation of the coming school year and to avoid, as far as reasonably possible, creating courses for a number of pupils smaller than the one set by the BoG • For pedagogical continuity reasons, it is likely that some courses cannot possibly be discontinued as early as September 2010 • List the classes, groups and courses which constitute a derogation, explaining reasons for their creation or continuing existence, at the next meeting of school’s Administrative Board

Meeting of the Secretary General with all Directors June 21st • Directors looked for a common interpretation of rules • Existence of a section vs. minimum number of pupils • Existence of a vehicular language vs. minimum number of pupils • Horizontal and vertical grouping can be operated for some courses • Reduction of hours when we ask for exceptions, under certain conditions

  8. Meeting of the Secretary General with all Directors June 21st • In any case measures taken should not have the effect of seconded teachers under duty
