AFOSI Policy • AFOSI will investigate all reports of rape, nonconsensual sodomy, and attempts to commit these offenses. • AFOSI will investigate, on a case-by-case basis, reports of indecent assault and attempts. • In general, AFOSI will investigate indecent assault when there is grievous bodily harm, when there is the use of (coercive) physical force or violence against the victim, when there is a report of non-consensual digital penetration, or when allegations involve authority figures.

AFOSI Policy • All sexual assault allegations falling within AFOSI’s investigative purview must be opened as a Case File and investigated to their logical conclusion. • Allegations of sexual assault that do not fall within AFOSI’s investigative purview may be documented in an Informational File. • Note: AFOSI reports of investigation do not contain recommendations pertaining to command action.

AFOSI Emphasizes Cooperative Relationships • AFOSI detachments should develop and foster good working relationships with their local SARC. • As soon as possible, detachments must notify their local SARC of any sexual assault allegation they receive. • It is recommended that training and procedures for SARCs, VAs, and investigators emphasize that the JA Liaison should be contacted immediately… • VAs may accompany the victim, at the victim’s request, during investigative interviews and medical examinations. • AFOSI detachments will conduct liaison with the SARC, VAs, local and base community organizations, and local law enforcement officials in an effort to create a cooperative, working relationship on sexual assault matters.

Agent Training at FLETC • Agents receive over 30 hours of classroom instruction related to handling sexual assault investigations. • All “essential tasks” in DODI 6495.02 are taught • Characteristics of Evidence (8 hours) • Crime Scene Processing (6 hours) • Sexual Assault Investigations (4.5 hours) • Difficult Sexual Assault Cases (1 hour) • Interviews and Interrogations (12 hours)

  14. Agent Training at FLETC • In addition to classroom instruction, students have required reading that is done outside of the classroom.  • Student must successful pass written and practical examinations that cover this material in order to be credentialed as AFOSI Special Agents.

  15. Periodic Refresher Training • AFOSI developed a Learning Management System (LMS) course • Self-paced on-line course • Each agent in OSI is required to take it annually • LMS sends a notification when refresher training is due • LMS tracks course completion
