  2. WR-Recommendation concerning TESLA The German Science council has converted its statement on 14 November into a recommendation. The Science Council requests the Federal Government to give its binding consent to German participation in the TESLA LC as soon as possibleafter the project proposal has been submitted with specific details concerning international funding and international cooperation. The Science Council requests the Federal Government to give its binding consent to German participation in the TESLA X-FEL project as soon as possibleafter the revised project proposal has been submitted. Cooperation with SLAC on FEL MoU between DESY and SLAC on a close collaboration in X-ray laser research, to make joint efforts to promote this trend-setting field of research: ”Collaborative Research Effort to Enable the Exploitation of the Scientific Capabilities of the Linac Coherent Light Source (SLAC project LCLS)and the TESLA X-Ray Free-Electron Laser ”.   8. Status and Next Steps The North German Science ministers have given TESLA officially their backing. Organisation and Management The proposed organisational and management structure of the TESLA Project is based on the concept that • the responsibility for most subsystems is shared between different institutions and even regions, in order to exploit best the know-how available around the globe.   24. The Project Parties The funding sources which create and sustain theTESLA Projectare called the Parties. The Parties have two initial responsibilities: • To establish jointly, and by agreement, an oversight body for the Project, the TESLA Board. The TESLA Board has the responsibility to establish and supervise the Project. • To each appoint Executive Agencies, or Executives, to provide the overall management of those Project tasks and responsibilities that are agreed to belong to each of the Parties. The TESLA Board • The TESLA Board is the oversight body for the Project, it has the responsibility to establish and supervise the Project. • The TESLA Board • organises the Joint TESLA Office (JTO) that directs and manages the overall Project. • It appoints the senior management, specifically the Directors. • It defines the responsibilities and authorities of each of the key personnel. • It appoints the Science Advisory Committee and the Management Advisory Committee.   26. The Joint TESLA Office The Joint TESLA Office (JTO) carries out its management function by specifying the scope, schedule, and tasks of the Project and by managing the efforts of the Executives to provide the necessary deliverables. The Joint TESLA Office is responsible for the implementation of the Project. It is led by a small board of Directors and includes the top-level organisation. The Executive Agencies • The Executive Agencies, or Executives, • provide the overall management of those Project tasks and responsibilities that are agreed to belong to their funding Parties. - staff and fund the TESLA Project. • are legal entities and can enter into contracts, employ staff, etc., on behalf of the Project. • It is proposed to have at least three Executives, representing the Americas, Asia, and Europe, combined with a range of regional agreements. • In order to carry out their project functions each of the Executives will create a Regional Project Officeand secure for that office the staff and resources necessary for the performance of the tasks assigned to that Executive.   28. The Regional Project Offices • The work packages will be carried out by existing institutions in the different regions, under the responsibility of the Regional Project Offices. • The Regional Project Offices will be responsible for ensuring that the resources are made available to carry out the work packages to performance and schedule. • Each work package will be covered by a formal agreement between the institutions concerned. The Integrated Product Teams • The project management structure is based on the concept of Integrated Product Teams (IPTs). • The Integrated Product Teams manage the individual tasks, as defined in the first level of the Work Breakdown Structure. • The implementation of IPTs as task managers reflects the fact that the responsibility for most subsystems are shared between different institutions and even regions. This is to exploit best the know-how available around the globe and to ensure that the know-how is shared between the several Executives. For this reason the leadership for those level-1 tasks is also shared. • Each IPT consists of all those individuals who are assigned by one or several of the Executives with significant responsibility for work elements within a given level-1 WBS task.   35. New ECFA Study on Physics and Detectors for a LC • The organising committee of the Extended ECFA/DESY Study proposes that ECFA should support these activities for a further two years, from Spring 2003. • The ILCSC is relying on the studies in the three regions to provide input on Physics and Detectors. Both the USA and Asia plan continued studies. • The present ECFA/DESY Study involves a widely distributed group of experimenters and theorists doing feasibility studies, fundamental calculations and R&D. • The study will help the momentum of this work in Europe to be kept up to maintain contributions to the formation of an international user community. • The present study comes to an end with its workshop in Amsterdam, 1-4 April 2003.   36. Conclusion The Science Council has evaluated TESLA with its two goals very favourably and made a positive recommendation last week. The homework as asked for has been made The technical progress continues, the Technical Review was very helpful and positive for TESLA, inspite the fierce competetive atmosphere Organisational aspects are being addressed The community is organising itself internationally The political discussions have started Albrecht Wagner, ECFA/DESY, Prague, Nov02
