Recent Coal Projects • New PSD Applications • Power4Georgians– submitted 1/17/2008 • Greenfield site near Sandersville, GA • 850 MW Supercritical Pulverized Coal (SCPC) fired steam generating unit and turbine generator • Blend of western sub-bituminous (PRB) coal and eastern bituminous coal • Proposed emission controls: low-NOx burners (LNB), overfire air, selective catalytic reduction (SCR), baghouse, wet flue gas desulfurization (WFGD) and sorbent injection (Hg and SAM control)

Smith – submitted 4/2/08 • Existing site near Trapp, KY • 278 MW Circulating Fluidized Bed (CFB) boilers (2) • Blend of bituminous coal and local coal waste • Proposed emission controls: selective non-catalytic reduction (SNCR), baghouse, and limestone injection/dry-scrubber (SO2 control)

Recent Coal Projects • New PSD Applications continued… • MS Power Kemper – submitted 12/19/07 • Greenfield site near Liberty, MS • 600 MW IGCC Plant: 2 gasification units and 2 combined cycle combustion turbines (CTs) • Syngas is produced by gasifying lignite coal which is then used to produce electricity in the CTs • Proposed emission controls: Good Combustion Practices (syngas) and SCR (nat. gas)

Recent Coal Projects • New PSD Applications continued… • Cash Creek revisions – submitted 5/22/08 • Greenfield site in Henderson Co., KY • 760 MW IGCC Plant: 4 gasification units (1 as backup) and 2 combined cycle combustion turbines (CTs) • Syngas is produced by gasifying coal which is then cleaned of CO2and injected into a pipeline for Enhanced Oil Recovery (EOR). The clean syngas will be converted to Substitute Natural Gas (SNG) and used to produce electricity in the CTs as well as injected into an interstate NG pipeline. • Proposed emission controls: Dry Low-NOx burners (DLN), selective catalytic reduction (SCR), catalytic oxidation, sulfur recovery unit, and carbon bed extraction (Hg removal)

Recent Coal Projects • Status of draft/final PSD permits • Seminole Electric – Palatka • Draft permit was denied by Florida DEP and applicant has appealed the denial • Longleaf Energy • GreenLaw brought suit and it is in GA Superior Court • Duke Energy - Cliffside • Southern Environmental Law Center is appealing the final permit through the NC state appeals process • Thoroughbred Generating • Under appeal at the KY court of appeals • Santee Cooper – Pee Dee • Going through the NEPA process; received extensive comments during the PSD public comment period
