  3. What it means to be a Official for Rutgers Recreation Intramurals As a official, you represent Rutgers Recreation and the Intramural Department. We expect all of the staff to conduct themselves in a professional manner to ensure the safety of our participants and staff, and to uphold the integrity of our program.

Expectations • Arrive 30 minutes prior to the start of every game • Ex) 7pm game time arrive at 6:30pm! • Assist Supervisors with set-up/clean-up • Know the rules and what teams are playing • Do not be afraid to ask questions and review rules with supervisors/directors prior to start of game! • Get to know your fellow referees • You should know the names of the people you are working with! Talk before each game to make sure you know what your position’s responsibilities are. This is a team effort!

  6. Pre-Game Check List Inspect the fields upon arrival with supervisors, make sure it is clear and ready for play. Pick up your referee jersey and other equipment at the field and be sure to return it immediately following the conclusion of your assigned game(s). Keep track of all equipment. Make sure everything borrowed is returned. Assist RUIM Supervisor with collecting ID’s, having teams sign in on the score sheet.

Look The Part, Have The Tools Referee jersey (tucked in at all times) Black shorts/pants, weather appropriate gear Billed Hat’s are allowed (preferably RU Hat) Wear sneakers Remember that you are a representative of Rutgers Recreation and Rutgers University. Therefore, your dress and actions should reflect a high degree of courtesy and professionalism.

Officials Conduct (Mindset) • Attitude & Effort • BE ASSERTIVE! • Blow your whistle loud and confidently • No matter how upset a player may get let both teams know that all calls made are final. • Never second guess or compensate for a call. • LET YOUR MIND DIGEST WHAT YOUR EYES HAVE SEEN • Keep your cool in stressful situations • Communicate, we are a team • Have fun!

  10. Beginning the Game • GAME TIME IS FORFEIT TIME • Number of Players • Maximum – 6 • 5 Floor Players + 1 Goalie • Minimum – 5 • 4 Floor Players + 1 Goalie

  11. Equipment – Required • A player must wear/use… • a shirt/jersey • pants/shorts • pockets are legal • goalies must wear long pants under the leg pads • shoes • cleats, spikes, and/or other metal attachments are prohibited • stick (provided by RUIM) • Helmet • goalie equipment (provided by RUIM) • leg pads, mask, and helmet

  12. Equipment – Optional • Players may provide… • sticks • goalie equipment • gloves • shin pads • goalkeepers may use baseball gloves • goalkeepers may wear a hockey glove on their stick hand provided it is not a blocker • goalkeepers may wear chest protector provided by RUIM

  13. Equipment – Illegal • Players are not permitted to wear: • Roller blades • Cleats • Jewelry • Billed Caps

  14. Coin Toss • Before the game, the officials shall meet with the captains at center ice/court and toss the coin. • The winner of the toss shall choose which goal his/her team will defend in the 1st period. • Teams shall exchange goals between each period.

  15. Timing • A game is made up of 3 periods • Each period is 12 minutes in length • A maximum of 1 minute shall be taken between periods • No OT in regular season • Each team receives 1 timeout per game • Timeouts are a maximum of 1 minute in length

  16. Timing • The clock shall run for the first 35 minutes of the game unless stopped for: • official’s timeout, • charged team timeout, or • end of period. • In the final minute of the 3rd period the clock will stop any time the whistle is blown and restart when the ball is properly put into play unless the goal differential is 5 or more. In that case, the clock will not stop.

  17. Scoring • A goal is scored when the ball is shot by the stick and the whole ball crosses the goal line. • All goals are worth 1 point. • Mercy Rule • If at any time after the end of the second period, the goal differential is 10 or more, the game is over.

  18. Substitutions • Teams are permitted to substitute on the fly. • An incoming substitute must wait for the player he/she is replacing to completely leave the court before he enters. • PENALTY: for Too Many Men on the Ice/Court, two-minute minor. • Players are not permitted to hop over the wall. • PENALTY: for Illegal Substitution, five-minute major.

  19. Blood Rule • If an official observes that a player: • is bleeding, • has blood on his/her uniform, or • has an open wound, that player must leave the court and correct the problem before they may be permitted to return to the court.

  20. Face-off • A face-off is used to restart play after any stoppage. • The two players involved in the face-off will be lined up facing each other with their sticks parallel to each other. • Only the two players involved in the face-off are permitted to be inside the center circle. • All other players must be onside at the moment the ball is dropped. • PENALTY: for Violation of the Face-off Rules, re-do face-off • Both teams must be ready to play within 15 seconds of any stoppage. • PENALTY: for Delay of Game, two-minute minor to be served by a player on the court designated by the Captain

  21. Goalie Rules • The goalie may catch the ball and: • throw it out to a teammate below the top of the crease, • play it with his/her stick in any direction, • freeze it to force a face-off. • Happens when goalie catches and controls the ball for 3 seconds

  22. Crease Rules • The crease is the area in front of the goal shaded green • A goal scored while an offensive player is in the crease shall be disallowed. • EXCEPTION: It is legal for an offensive player’s stick to enter the crease to contact a loose ball.

  23. Street Hockey Rules • Players are permitted to catch the ball provided they play the ball with their stick before a teammate plays it. • PENALTY: for Hand Pass, face-off at nearest spot. • Players may kick the ball except into the goal. • PENALTY: for Kicking the Ball into the Goal, face-off at nearest spot.

  24. Delayed Penalties • If the offense commits a foul or violation, play should be stopped immediately. • If the defense commits a foul or violation while the offense has control of the ball, play should not be stopped until the defensive team gains control of the ball.

  25. Violations and Penalties • Violations result in face-off at the nearest face-off spot. • Minor penalties result in a two-minute power play and a face-off at the nearest spot. • Major penalties result in a five-minute power play and a face-off at the nearest spot.

  26. Time Penalties • Penalty time does not start until the ball is put back into play. • Power play goals: • For a minor penalty, release a player back into play. • For a major penalty, do not release a player back into play.

  27. Time Penalties • If the goalie commits a penalty, another player on the court must serve the time. • If the goalie is ejected, a substitute shall be permitted for the goalie • No more than three players on 1 team may be suspended from play at one time. • In the event a fourth player on 1 team receives penalty time the person with the least amount of time will reenter the game and the most recent entrant will be given the remaining time of the person who reentered the game

  28. Time Penalties • If 1 player from each team receives a time penalty during the same stoppage of play, both players will go to the box and both teams must play shorthanded. • Time left on a penalty at the end of a period shall carryover to the following period.

  29. Violations • Dangerous play: • Backswing - not to exceed shoulder height • Follow-thru - not to exceed waist height • Leaving your feet to stop a ball. • Playing the ball while not on your feet. • Hand pass • Offensive player in the crease • Kicking the ball into the goal • Ball deflected out of play • Goalie possession of the ball outside of the crease (could be Delay of Game if done intentionally to break up a scoring chance) • Goalie throwing the ball above the top of the crease • Moving the goal off of its proper location during play All these violations result in a face-off at the nearest face-off spot

  30. Offside No offensive player may cross the center line until the player in possession of the ball has crossed the center line.

Tripping Too many men on the court Delay of game Playing with a broken stick Abusive language Holding Hitting the floor with a stick Kneeing Pushing Roughing Interference High sticking Impeding an opponent from recovering a stick Persons other than legal players on the bench Boarding Elbowing Kicking Hooking Minor Penalties All result in a 2-miniute penalty and face-off at the nearest face-off spot

  32. Charging Spearing Butt Ending Cross Checking Unsportsmanlike Conduct Slashing Going over the wall Major Penalties All result in a 5-minute major penalty and face-off at the nearest face-off spot

  33. Disqualification • A player is disqualified if he/she commits: • 3 minor penalties • 2 major penalties • 2 minor and 1 major penalties • 2 unsportsmanlike conduct penalties • 1 misconduct penalty

  34. Penalty Shot • The following fouls will result in a penalty shot: • Throwing a stick • Impeding a player with a clean path to the goal • An intentional violation or penalty to stop a sure goal • The goalie throwing any piece of equipment to stop the ball • Freezing the ball by a defensive player other than the goalie in the crease

  35. The only players allowed in the offensive half are the goalie and the offended player. The ball will be placed at the center dot and the rush will begin with the Referee’s whistle. The shot ends with a goal, save, wide shot or when the offensive player stops moving forward. The goalie must remain in the crease until the offensive player moves the ball off the center dot. No additional penalty time will be served by the offending player, but it will count toward his/her disqualification as a major/minor. Play will resume with a face-off at center court. Penalty Shot
