  2. LegislationOffice • Members are law specialists. Members makes codification on an act. Each law written in hierarchical structure. Order is: Act-division-section-article. The law data saved via legislation program.

  3. Law Making Process • Law making process begins with law bills or law proposal. The law draft of council of minister is law bill, draft of a number of deputies is law proposal.

  4. Commission and Subcommission • After acceptance of law bill and proposal, it is examined by subcommission, next step is commissionworking. Commission and subcommission members are deputies, participants are NGO members, domain experts etc. Commission prepares a commission report on law.

  5. Working Hall Meetings • The Law is Accepted or rejected in Working Hall. During law meetings, each article is discussed and voted separately and whole law is voted and discussed at the end. In working hall deputies talks on articles, can propose changes on articles.

  6. With acceptance of a law, law is sent to acceptance of President. If it is accepted, it is published on official journal and becomes effective.

  7. All these process is recorded by legislation Office by a program. Office keep track of an article, each changes on article proceeded and old version of article is kept with it is effective date. So, history of an articleand an actcan be presented to users on Internet.

  8. Technical details For Each articles of an act: • Text of act is stored in hierarchical order in rtf format. • Article negotiations is stored in rtf (rich text format) format in database table as blob data. • proposal of motion on an article stored with owner in database and motion text in rtf file in db.

  9. Sub commission and commission report is stored in database as rtf. • Draft of article in databaseas rtf format. • Decision of Constitutional Court is reached by a link to court decision page.

  10. Article reasons in rtf format. All these blob rtf fields searched with oracle text search instruments. It is searched with AND,OR,NOT operands and searched as phrase. The act’s rolls in PDF format as file system. It is presented with a link to our an other project, parliament rolls project.

  11. With e- legislation every phase of law making process of effective act is searched detailly and presented to user.
