Assessment of MPAR Capability • Background • WG/MPAR challenges to establishing requirements: • Number of agencies and relationship • Different agency definitions and processes • Different potential role of MPAR in terms of meeting discrete versus broad needs • Different level of understanding of potential MPAR capabilities • Lack of the right resources to do the work 5

Assessment of MPAR Capability • Approach • Not creating a programmatic document • Every agency has a different acquisition system • May not have the same documents • Even if they have the same documents, the requirements for those documents will not be the same • Avoid using a standard name for product • Could follow an agency’s template

Assessment of MPAR Capability • Approach (Cont’d) • At some point a program office will get agency agreement on a procurement model • At this point we should create documentation that meets our needs • Understanding what agencies need • Helping define technical challenges and prioritize work (input to R&D Plan) • Educating decision makers on what needs MPAR can meet
