2. Background • Intergovernmental Green Building Working Group started 2005 -- Peer review/information sharing • Became affiliated with COG 11/05 • Organized Regional Conference 9/29/06 • COG Board seeks Regional Green Building Policy – Resolution

COG Action – Passed Resolution • Coordinated Green Building practices in region • COG members encouraged to use Green Building in government buildings and to adopt policies for private sector development • Adopts Intergovernmental Green Building Group (IGBG) as standing technical committee • IGBG will prepare report on: • Options and recommendations to develop and adopt regional Green Building guidelines • Options and recommendations to measure regional progress

4. Regional Imperative • Washington Metropolitan Region predicted to gain 1.6 million residents and 1.2 million jobs by 2030. • Buildings responsible for 38% of US CO2 emissions. • 75% of building stock will be new or rebuilt by 2035.

7. Recommendation 1: Preferred Green Building Rating Standard Establish LEED as the region’s preferred green building rating system for New Construction*

8. Recommendation 2: Government Lead by Example Recommend that LEED Silver be the goal for all local government facilities constructed in the Washington metropolitan Region

9. Recommendation 3: COG Green Standard for Private Commercial Development COG Regional LEED Certified • Achieve LEED Certified and at least 4 of the following: • Additional Energy Optimization credits • Heat Island Mitigation – roof and non-roof • On-site renewable energy generation • Purchase Green Power • 75%+ construction debris recycling • Stormwater Management – quality and/or quantity

Future Recommendations • Review and revise report no later than 2012* • Expand regional green building recommendations to include* • Develop a regional green building tracking system • Continue to evaluate relationship of buildings to climate change • Upgrade relevant building codes with green standards • COG coordinates regional green building educational opportunities • Evaluate feasibility of establishing regional targets
