  2. Consortium’s Goal “The goal of the Consortium’s effort has been the development of a framework of values, concepts, and tools that courts worldwide can use to assess and improve the quality and administration of justice.”

  3. Purpose of the Framework Provide courts with a resource for assessing their performance against areas of court excellence Provide clear guidance for courts intending to improve their performance Provide process for achieving excellence in managing courts

  4. Development of Framework International Consortium established in 2007 Meetings in Singapore and Washington Framework established mid-2008 International Court Quality Forum, Sydney Framework released at Forum - Sept 2008 Framework available at www.courtexcellence.com

  9. Seven Areas of Excellence 1. Inspiring leadership and proactive management are crucial for success and excellence 2. Excellent courts formulate, implement and assess clear policies 3. Human, material & financial resources properly managed by excellent courts 4. Excellent courts have fair, efficient and effective court proceedings 5. Excellent courts assess the needs and perceptions of court users and use the information to improve processes 6. Excellent Courts are affordable and accessible to users 7. Excellent courts have a high level of public trust and confidence

  10. Implementing the Framework – The Process Assessment Action Plan Improvement Measurement

Assessment Process essentially a quality management methodology Assessment of how a court is currently performing Framework’s self assessment questionnaire Allows a court to assess performance against areas of excellence Broad participation – judges, administrators and other court employees all have a role to play in evaluating services

Self Assessment Questionnaire 29 questions, divided into the 7 areas of court excellence Each question is scored in terms of Approach Deployment Results A well defined scoring system is utilized to allow for aggregate scoring, assessment and comparison to other courts Refer to further presentation for more details
