  2. The following questions were provided to DOGS SA by members prior to the meeting. • These will be addressed and then we will take questions from the floor Member Questions

  3. Question 1 What are the actual advantages of Associate Membership of the FCI, to our membership, by membership I mean the paying exhibitors who would have to support the CACIB Show. Response: The advantages of Associate Membership are exactly what we are enjoying now. The exchange of judges, use of FCI standards for certain breeds, recognition of pedigrees and international support. DOGS SA has also used the argument that due to international conformation competition we cannot desex our show dogs. This international influence did pull weight with the DCMB in the decision making process.

  4. Question 2 What are the actual disadvantages of not being an Associate? Response: Very much the exact opposite to the advantages. However the extent is very much an unknown as we have not been advised of the ramifications of withdrawal.

  5. Question 3 If we are not involved as a member of the FCI, similar to the UK , USA and others, can we recognise their judges qualification and vice versa? Response: This is an unknown as we have been an Associate Member for a number of years and the response from the FCI is unknown. The resignation of Associate Membership was suggested at the meeting in Brussels but was met with a cold response.

  6. Question 4 How do we justify claiming an international champion not leaving our shores. Response: We do not have to claim this if we do not wish. It was an olive branch from the FCI and is similar to Russia which has the same expanses as Australia.

  7. Question 5 If we have a CACIB show, and have to pay their levy as proposed, it is then a FCI Show and would we have to pay a levy to Dogs SA. Response: The DOGS SA levy will still apply as DOGS SA has more reporting than a normal show. Additionally the ANKC is still devising a method to award CC.

  8. Question 6 Will the ANKC propose a national vote on our participation with the FCI? Response: Most likely not hence why it is being left with the individual member bodies to decide

  9. Question 7 If a National Vote is called for, will the minimum costs payable be explained? Levies, FCI Judges minimum payments etc, so that the membership can vote knowing the true extra costs of an entry, or will it be a vote of “In Principal” so that no one knows what they are really voting for. Response: The true costs have been declared on a number of occasions. As for judges fees that is a matter for the clubs and judges although there is a minimum fee expected for CACIB shows which is around 50euro.

  10. Question 8 Will the states have to pay for regular trips overseas by ANKC representatives? Response: No more than they do now as we are already an Associate Member

  11. Question 9 Has the ANKC already committed to Associate membership of the FCI, prior to 28/8/16. As Mr. H. GENT has already advised that Australia is having another meeting with the FCI later this year. Response: We are already committed and have been for a number of years as an Associate Member, but not meeting the statues. The meeting in October is to discuss continued Associate Membership and on what terms.

  12. Question 10 Will the above meeting be an overseas trip or via the electronic medium? If it is an overseas trip, will the costs be published for all members to see? Response: The meeting is being held in Brisbane to coincide with the ANKC AGM and Board meeting

  13. Question 11 Does the ANKC have an agenda to become a full member of the FCI and if so what would be the costs. Response: I cannot speak for the other ANKC directors however I have no agenda to do so and do not consider that there would be a distinct advantage to the ANKC to be a full member.

  14. Question 12 Will Dogs SA commit to an official vote of all members? Response: Given the next meeting ANKC/FCI is in October there will not be a formal vote however we are arranging another Survey Monkey which should be open tomorrow for a week. As previously advised in earlier communications and in the Oct Presidents Report.

  15. Question 13 If so, will the Dogs SA Representative Mr. B. PARKER commit to voting as per the official wishes of our membership, and not as he has stated before that being a director of the ANKC he would vote on what he thinks is best irrespective of our directions or wishes. Response: In this instance I would be voting with the majority of DOGS SA members as there are no legal ramifications to either the ANKC, DOGS SA or myself

  16. Question 14 Establish exactly what it is that has not been included in the so called proposal to the FCI as presented to the membership. That which was thought to be too complicated for the members to understand without the confusion that was noted in the comments by the Vice President on the Dogs SA members page. Response: The Vice President will need to answer that, however the only information that has not been provided is what will happen if we resign fully from the FCI. At this stage it is an unknown.

  17. Question 15 Has the FCI offered the ANKC Ltd directors any incentive that has at this time not been disclosed to the membership? (E.g.; special deals on providing judges to clubs which will have no say in the selection of same, and covering expenses for CACIB shows.) Response: I actually take offence at this question . It is implying that the ANKC Ltd Board of Directors is corrupt. I can assure you that nothing has been offered to ANKC, DOGS SA or myself as an inducement to continued FCI Associate Membership.

  18. Question 16 What if any, are the conditions of any proposition or demands put to the ANKC Ltd directors by the FCI following the meeting of both parties in Brussels, that has forced the ANKC Ltd directors to make a counter proposition and what is the likely outcome should the ANKC Ltd proposal be rejected. Response: As has been previously stated the ANKC has been an Associate Member of the FCI for a number of years and has been allowed to not abide by the statutes of the FCI. A number of other Associate Members of the FCI have now objected to this and believe Australia should have to toe the line. The FCI in noting our unique situation in Geography and Biosecurity accepted that we cannot simply apply the statutes fully and have given exemptions such as the International title.

  19. Question 17 Noting countries that hold both CACIB show and their own show a 23-30 percent reduction in entries occurs at the CACIB shows due to the requirements of gaining the CACIB ticket; how with a declining membership can Dogs SA justify the implementation of these shows? Response: DOGS SA is not justifying the CACIB shows. No club in SA will be forced to conduct one if we remain an Associate Member. Also where these figures have been derived is unknown

  20. Question 18 Is council (ANKC) going to notify the everyday exhibitor the added costs of being an associate/full member of the FCI and the impact on them. Response: This was provided in the communication that was released by the ANKC from the very start. For those that may have missed it we will again run through it.

  21. COST SUMMARY FCI Associate Membership 400€ ($617.09) Prefix Registration (Optional) 9 € ($13.88) CACIB Levy (per entry) 1.4 € ($2.16) CACIB Judges Fee 50 € ($77.14)

  23. Future Negotiations Main Issues: 1. Why should Australia bend to international pressures. R. The world is shrinking with electronic media and ease of travel. We can not afford to be left in the dark.

  24. Future Negotiations 2. Why should Australia be required to run CACIB Shows for the benefit of the FCI? As an Associate Member we signed to comply with the FCI statues. 3. Is there room for negotiation on the issue such as using FCI standards and Group listings at CACIB Shows. R. I believe so and will be pushing this point during the ANKC/FCI meeting later this month.

  25. Future Actions Continued meetings between ANKC and FCI to determine an outcome between the 2 parties. Negotiations on the continued membership of the ANKC with the FCI including the possibility of an MOU similar to that of KC,AKC and CKC. Where to if the FCI decides that continuing as an Associate Member is the only option for them. Negotiations on the conduct of CACIB Shows.
