The context and environment in which State Civil Service Officers will have to function: • Rapid Urbanisation. • Rapid Industrialisation. • Centre of trade, Commerce and industry. • Tradition of being the most progressive state. • Success of co-operative movement in our state. • Other states look upon administration of our state as a model. • Agriculture largely depend on monsoon. • Repeated droughts or heavy rains.

New Challenges • e-Governance. • Need for transparency. • Judicial Activism. • Right to Information Act. • Maharashtra Government Servants Regulations of Transfers and Provision of Delay in Discharge of Official Duties Act, 2005. • Maharashtra Provision of Delay in Discharging of Official Duties Rules, 2013. • Service Delivery Act/ Electrical Delivery of Services Act- Some States have enacted.

  4. New Challenges.... • Government of India introduced the right of citizens for time bound deliver of goods and services and redressal of their grievance Bill 2011 in Parliament. • Accountability to Legislature. • Questioning by Media. • Relations with Elected Representatives/Ministers. • Relations with Colleagues and Senior Officers. • Working as a team.

Role of State Civil Services in Maharashtra • State Service is a “Face”of Government at the cutting edge. • First grievance is always placed before the State Service Officer. • Information is compiled at the level of State Service Officer. Accuracy & Authenticity influences decision making process at the highest level. • Responsibility of Implementation of all Government Schemes/decisions is on State Service Officers. • All official & unofficial feedbacks on situation in the state comes from the State services. • The state service officer is an important link between higher & and lower bureaucracy. • The state service officer works on variety of posts across the departments and gains wide theoretical and practical experience on various laws/regulations and practical implementation. • The State service officers finally get inducted into All India Services. Therefore, right from beginning those officers needs to be trained and brought up in the fashion to make them capable of handling the later challenges.

  6. Expectations from State Civil Service Officers • Time bound delivery of services. • Simplification of rules/procedures. • Giving feedback of the filled conditions, difficulties and suggesting solutions. • Positive Attitude. • Problem solving approach. • High Standards of Integrity and Morality.

  7. Suvarna Jayanti Rajaswa Abhiyan • This programme has been described in detail in GR dated 13.04.2011, 04.07.2012 and 18.07.2013. • The important features of SJRA includes: • - Organising camps for granting various certificates. • - Removal of encroachments on farm roads. • - Ferfar(Mutation) Adalat. • - Samadhan Yojana • - e-Chavdi • - Chavdi Vachan • - Updation of Record of Rights. • - Mahsool Adalat. • - Convergence of various departments/ programmes in the camps organise by Revenue Department.
