  2. BIOGRAPHY I graduated from the Atatürk University English Language Department in 1990. I have been teaching English in high school for 17 years. I pay special attention sharing my studies, documents and professional experiences. I am interested in internet and computers. I am a web designer. I know sql, asp and php.   3. SHORT DESCRIPTION OF THE INSTITUTION It’s located in the İbni Sina Region of the Derince town of Kocaeli. It’s 8 km away from the Kocaeli centre and the transportation is done by mini-buses. Derince Necip Fazıl Anatolian High School was established in the academic year of 2005-2006. Since then, it has grown into a school of over 367 pupils from Foundation 1 to Year 3. The school has 17 classrooms, two administration rooms, a staff room, a teachers’ room, a library, a multipurpose room, a computer lab and a playground. Unfortunately, It has no gym. There is an entry test fort the school. Great care is taken to ensure the academic and social integration of every child. Studies are based on the Turkish National Curriculum with emphasis on history, geography, maths, PE, music, science and the English language. German is taught as the second language after the first year. The school aims to prepare students for the university entrance exam.

  4. SHORT HISTORY AND LOCATION Kocaeli is a province in the east of the Marmara Sea and the Marmara Region which connects Asia and Europe. It is comprised of a total of seven counties which are Gebze, Körfez, Karamursel, Golcuk, Kandira, Derince and the Central County of Izmit.The Black Sea is to its North, the Sakarya province is in the East and South east, Bursa is in the South and the provinces of Yalova and Istanbul are located to its West. With regard to its location Kocaeli is Turkey's sixth smallest province. According to the 2002 consensusthe population was 1.203.335 and the population per km2 was 344.It is one of Turkey's most important travel points by Road, railway, Sea and Air. It’s only 90 km from Istanbul.

  5. Izmit is the central county of Kocaeli and has the same name. It is a coastal town near the eastern point of the Gulf (Korfez). It is an ancient city built on one of the most important routes between Turkish Asia and Europe. There are large industrial establishments and shopping centres and the population has reached a total of 371.725 including the villages and subdistricts. Although Izmit is known as an industrial town it is also a town where serious ventures are taking place to become a city of culture, art and education. The town's own special local delicacy, Pişmaniye, is famous worldwide.

  6. DERINCE Derince is a settlement area which was called Çınar Çayırı (Plane Tree Meadow) during the Otoman era and was registered as the Çınarlı Village during the reign of Sultan Selim I. Due to effective and fast industrialization there has been major migration and having grown with the increasing population it became formally a town in 2000. It has a population of about 97.476. Thanks to its roads leading from İstanbul to Anatolia and its support of traffic and freight loads in the straits of the Marmara Sea, the Derince Port carries out very efficient delivery- shipment and Ro Ro journeys. Derince, where the industrial features of the Kocaeli province are mostly found, is one of the industrial centres of the city and houses large industrial organizations besides business centres and smaller industries. Derince is also famous all over the country for its drinking water called Çenesuyu.

  8. WHY DO WE CALL OUR PROJECT “EDUCATION IN THE HORZON” ? The importance of internet is increasing everyday because of using the time effectively and without being dependent on a person, place, or thing. Providing lifelong learning opportunities for people makes it important. World educational system differs very much from one continent to another. Web based education supplies equal opportunities for the people in various parts of the world and on different continents, especially in rural areas. Students can get an education without going to schoolbecauseof different excuses, such as illnesses, war, living in distant areas and disabled facilities. Parallel to the changing at technology, the positive effects of these changes and needs of society force educators to use new technologies at educational environment. 20

  9. In the developing and changing world, education is getting more and more expensive.Because, classrooms are getting more and more crowded. Government expenditure on education is getting higher and higher. Many countries spend the important part of their budgets on education. This high expenditure will oblige us to find out new different alternative ways of education. We must find cheaper and more quality ways. Internet may be a solution for crowded classrooms and expensive education. Interactive and innovative tools to make teaching and learning fun, free, simple and most importantly open to anyone with a desire to learn. From this point of view, we predict that web based education will be only starting point in the future.

  10. DIFFICULTIES During the process of integrating internet based education technologieson schools, we meet some problems. Teacher’s efficiencies using internet based educational environment and internet technologies, lack of material suitable to curriculum and hard integration of education environments are main problems that are faced using internet in schools.

THE ADVANTAGES AND DISADVANTAGES OF THE SYSTEM The advantages of the system are: • Students can have access to the system from any geographical location in the world. • Communication with students can be on an individual basis as well as on a group basis. The students felt comfortable and confident while using the internet and as a result, they could ask questions about the course without being shy. • Lessons can be studied at the comfort of your home or alongside friends in an internet cafe. This also encourages group involvement. • Group learning increases the learning process and allows students to benefit from each other’s experiences. Students are encouraged to join in and also to participate in every collaborative session. • Students can assess their own progress by carrying out quizzes any time they are ready. This has helped them to assess their knowledge, to learn about their weak points, and consequently to gain higher marks in the examinations. • Students are encouraged to take an active role in their own learning.

  12. The disadvantages of the system are: • There is no visible body reaction and the instructor is not clear if students have understood the topics. It is recommended that the systems should incorporate live video interface as a means of increasing the instructor-student and the student-student interaction. • Students must have a computer and internet connections at their places of study. This may be beyond the budgets of some students. One solution here could be for the institution to lend the necessary equipment to such students during the term time. • a Learning Management System can be made more efficient.

  13. EXPECTATIONS OF STUDENTS , TEACHERS AND PARENTS OF THE USE OF INTERNET FOR EDUCATIONAL PURPOSES. I surveyed the expectations of students, teachers and parents of the use of internet for educational purposes. The purpose of this study was to gather data on students’, parents' and teachers’ perspectives of the use of the internet in children's education. I’ve obtained the following results:

  16. Parents’ expectation • Learning their child’s progress. • Checking their child’s homework for accuracy, neatness, and completeness. • Information on their child’s school attendance and truancy. • Learning teachers’ opinion about their child.

  17. WHAT CAN WE DO ? Traditionally students rely highly on each other to do school work. There are some ways of educating each other in the world. Students agree that they like and are used to work in groups. Regardless of using Internet they prefer to work in groups. We can make it fun, interactive and effective. We can bring together the world in a class. We can learn the foreign languages from the native speakers via internet. We can share new methodologies in education. We can encourage people to work together more effectively, to collaborate and to share and to create a knowledge sharing culture. We must offer free and more effective interactive knowledge sharing websites. Anyone can teach, learn and share their knowledge, educational resources and original classes worldwide through a unique, well designed, interactive and user-friendly interface. We can combine the finest media sharing tools.

  18. Things to do : Collective exams : We can examine our students collectively to detect their real levels by comparison with the other countries so we can remove the level differences between countries. Files sharing (Learning objects): Teachers can create and manage exams. They can share their studies such as animations, power point presentations, exams, test and worksheets with the other teachers. Online Help (Problem cases): We can create a system that can make our life easier so we share our responsibilities. We can establish a chat room for each lesson or a forum where students can ask questions if they have difficulties in learning and they can find solution on line.

  19. Things to do : Collective homework or project (On-line discussion): We can give our students collective homework or project in order that they can do some brainstormingand work collectively. Online lessons (Lesson contents): We can give alternatives to students to choose the lesson and the teacher they want. They can follow lessons online whenever they want. Chatting facility : There is so much that students can do with the Internet. Not only can they communicate with international students, they can gain from others' knowledge and experiences, participate in chat rooms, share ideas and solutions and learn about the many diverse cultures out there. Especially, this system is useful for language learners. They can learn languages from their native speakers.

  20. INFORMATION ABOUT OUR PRACTICES (Publications) I have designed and published a web page for the Necip Fazıl Anatolian High School Department of Foreign Language at http://www.nfal.somee.com containing animations, links and tests, online exams, gradebook, teachers’ opinions and worksheets. Parents can get information on their child’s school attendance and truancy. I prepare my tests and exams using the program “Hot Potato” which is under the Half-Baked Software licence.The Hot Potatoes includes six applications, enabling you to create interactive multiple-choice, short-answer, jumbled-sentence, crossword, matching/ordering and gap-fill exercises for the World Wide Web. It is not freeware, but it is free of charge for those working for publicly-funded non-profit-making educational institutions, who make their pages available on the web. Other users must pay for a licence. In addition to this, I create my own web pages using ASP and SQL when I need.

  21. THE GOOD EXAMPLE IN TURKEY E-Learning services are used at the Anadolu University in Turkey. It began in 1994. The aim of Anadolu University is to make all students possess computers having Internet connection. This will allow Anadolu University to reinforce its prestige as one of the leading institutions in making Turkey an information society. Internet-based trial exams have been available since 1999 to help students prepare themselves for exams effectively. Students can access hundreds of questions choosing courses based on their departments thanks to a question bank. The question bank includes 12 000 questions for 132 courses for the Internet-based Trial Exams. The trial exams are updated when the books are updated and depending on the number of students. Those services are free and offered 7 days 24 hours via the Internet.

  23. Conclusion As the result of this study, we believe that we have a lot of things to share. Because “Knowledge increases when it is shared.” We are ready to shareinformation and experiences with you. we all want to be part of a greater community.
