  3. Laws Guiding ALSDE Accountability Processes Alabama’s Accountability processes are primarily driven by federal and state laws. These laws include: • Every Student Succeeds Act (ESSA) • Alabama Act 2012-402 • Alabama Act 2015-434

Laws Guiding ALSDE Accountability Processes • ESSA Law – requires states to develop an accountability system for the purpose of differentiating schools based on performance • Alabama Act 2012-402 – requires the ALSDE to develop a school grading system reflecting school and district performance • Alabama Act 2015-434 – requires the ALSDE to designate a school as failing based on reading and math assessment scores

  9. Providing Prescriptive and Targeted Assistance to Schools District Leadership • Initial school leadership training; attractive working conditions to attract and retain competent leaders • Restructure schools when needed • Supportive central office staff

  10. Proposed changes to ESSA Plan (Submitted 3-1-19) • Remove schools that fall 10% below the state’s average graduation rate from the Comprehensive Support Schools list. ALSDE will use the recommended measure of a graduation rate of 67% or below to identify schools. • Remove the five-year cohort weight of 20% from the calculation of the graduation rate indicator. Alabama will begin using 100% of four-year cohort based on stakeholder feedback.

Proposed changes to ESSA Plan (Continued) • Change the definition of chronic absenteeism from 15 to 18 days. • Change the scoring process for the Progress of English Language Proficiency category.* • Change the identification of Comprehensive Support Schools from those falling in the bottom 6% of all Title I schools to those falling in the bottom 5% of all Title I schools.**

Proposed changes to ESSA Plan (Continued) • Modify the Additional Targeted Support and Improvement (ATSI) Calculations beginning in the 2021-22 school year • Modify the Targeted Support and Improvement Calculations beginning in the Fall of 2019-20 • Add clarifying statement about long-term goals, stating that Alabama will continue using unweighted data for long-term goals and targets for school improvement.

Proposed changes to ESSA Plan (Continued) • Change language describing the Office of School Improvement and Turnaround (OSIT) to language describing the Office of School Improvement (OSI). • Add a description of Alabama Career Pathways Model in support of the Governor’s Strong Start, Strong Finish Initiative.
