RG140 - Background RG140 – Review of Information Provision on National Grids Information Exchange Review Group 140 was established May 2007 Establish what Gas/Operational information is published Assess the relevance of the existing data and identify any new data items Review Network Code Operations Reporting Manual (NCORM) Review Group Report issued October 2007 Agreed that current presentation of data items would benefit from change To reflect these changes NCORM was amended to incorporate a data dictionary approach Agreed a set of principles to overcome identified issues

Market Information Provision Initiative (MIPI) Project - Background • 2 stage approach adopted for replacement of systems and rationalisation of data provision • Phase 1 • Transfer key data, effectively all forecast and most after the day reporting, to a new platform • Provide data based approach rather than reports • Introduce APIs • Phase 2 • Transfer remaining data from IE3 and other website systems • Deliver new or revised data requirements resulting from UNC Review Group140 • Deliver UNC Mods (219 & 223) • Decommission IE3

MIPI RG140 Deliverables (1) • Functionality enhancements delivered through MIPI (phase 1 & 2) • Users will be able to download their selection of data items over the date range of their choosing • APIs will be supported • The information will use standardised units, e.g. mcm, kWh • Data history will generally be made available for a period of two years • Specific data items, that required to be supported by an extended history, will be accommodated in a different way, or made available on request • If a data item has previous history, e.g. a previous Day’s estimate, this will still be accessible behind current data • Where interim data values were produced, the history will be made available behind the item

MIPI RG140 Deliverables (2) • Data Items • All data items will be produced/published at the earliest possible time/date • Simply derived data, e.g. percentage differences between forecast and actual demand, will not be published if the raw data, on which the calculation was based, is readily available • The RG140 report also highlights some new data items to be included in Gas Market Reporting System (GMRS) and the majority have been included.

MIPI RG140 Deliverables (3) • Data Items - exceptions: • Supply – some data items are subject to a separate iGMS release planned for Summer next year • Prices – National Grid are unable to publish certain pricing data items (hour by hour SAP, SMP buy and SMP sell) as the data is owned by APX and they have not given us permission to do so • RG140 report highlights some new data items suggested by BGT, such as entry and exit pressures • No consensus on the merits of publishing such data items was reached at the time.  As a result National Grid do not plan to make any changes in this regard

  8. MIPI Phase 2 Implementation • Phase 2 of the MIPI will be implemented mid November. Users will be affected in the following way: • Outage to the MIPI System – 14th November 2009 19:00 to 15th November 07:00: This affects • Prevailing View • Data Item Explorer • Reports Explorer • From Sunday 15th November 2009 – All IE3 Reports will be discontinued and the data in them will be available in the Data Item / Report Explorer format • Historical IE3 Reports and the data published in this format will be available via Data Item and Report Explorer format

Governance Arrangements • Where changes are implemented on the National Grid Gas website, the Uniform Network Code Operations Reporting Manual needs to be updated and submitted for approval by the UNCC and the UK Link Committee will be informed.  Activity Date • Data Dictionary will be updated to reflect the MIPI changes 2 Oct         • Submit updated UNC Operations Reporting Manual to UNCC            7 Oct • UK Link Committee* 8 Oct • UNCC Meeting                                                                          15 Oct • Users Notified                                                                            16 Oct • MIPI Phase 2 Go-Live 16 Nov * NG NTS will only be notifying the UKL Committee of the proposed changes submitted to the UNCC but will provide a more detailed update in November if requested
