Emergency Service Number Status • No universal emergency access number is defined for CDMA mobile networks • In the CDMA technology, emergency calls are treated as normal voice calls over the air interface (No special identification is supported in the standards) • Upon reaching the MSC, the call will be identified as an emergency call following number digit analysis • When Roaming CDMA users are required to know the local emergency number(s)

Emergency Service Numbers - Worldwide • Individual countries have different local emergency numbers • Local operators can have different emergency numbers • Emergency numbers can be Universal (all services), or different for Police, Fire, Ambulance • The European community is moving to adopt 112 • The North American community is moving to adopt 911 • In the mobile environment, GSM operators are required to support 112

  4. 112 Proposal • In addition to local emergency number(s), it is proposed that a Uniform Emergency Access (UEA) number is supported for CDMA • The UEA number will allow all CDMA roaming customers to have a single number to make emergency calls, without the confusion of operator or country dependent number plans • The number 112 is proposed as the international emergency telephone number in CDMA • It is the only international emergency number defined (ITU, ETSI) • Presently defined for GSM mobile networks • Allows for inter-standard roaming • In countries, where 112 is not the standard emergency telephone number, telephone users who make calls to 112 shall have their calls redirected to the local emergency telephone number

Implementation Requirements • Mobile Handsets • Mobile handsets will need to have 112 programmed in as an emergency number • Mobile Network • For incoming calls to 112, digit analysis shall identify the calls as emergency calls • Calls to 112 shall be handled the same as local emergency numbers

  6. Uniform Emergency Access Number Recommendation • Recommendation 1: • “112” be proposed as part of the CDMA Standards as the universal access number for CDMA2000 networks • Recommendation 2: • All CDMA2000 handsets shall be programmed with “112” as an emergency number • Recommendation 3: • Network number analysis shall be implemented in all networks to treat “112” as a local emergency call
