Health Planning Activities June: Analytic Plan approved by Council • State Health Plan due Jan 1, 2014 • Estimated $1.2 million budget required for completion July: State Budget finalized • $1.6 million requested for health planning activities • Account containing funding for health resource planning was severely underfunded August: DPH issued RFR for execution of Analytic Plan • Issued for approximately $300K • Availability of $300K contingent on ability to carry over unexpended FY2013 funds

  6. Health Planning Activities • RFR sought comprehensive execution of Analytic Plan, to be completed by January 1 • Issued August 1 • Closed August 15 with only 1 bid • DPH suspects misalignment of scope, budget and timeline influenced low response rate

  7. Revised Approach • DPH will use existing resources to complete more limited deliverables • Council to define priorities • Due January 1, 2014 • Refine RFR to reflect a phased approach • Issued when DPH has more clarity about existing funding • Prioritize foundational work on definitions, as allowed within existing resources
