Priority 3: Scientific Platform and Tools • Objectives • Ensure the consolidation of the territorial knowledge for evidence-informed policy formulation and application • Ensure data, territorial indicators and tools usable for policy makers and practitioners at all levels • Support the preparation of effective territorial policy, strategy and planning processes • Continuously assess and monitor territorial development dynamics in relation to territorial policy objectives at European level • Ensure public access to the ESPON data and tools • Stimulate use of the indicators, data and tools provided by ESPON • Ensure compliance with European standards for spatial referencing and storage of data

Priority 3: Scientific Platform and Tools • Four types of actions: • ESPON Database and data development • Territorial Indicators/Indices and Tools • Territorial Monitoring System and Reports • Targeted Actions for Updates of Indicators and Maps Triad: Territorial Indicators /Indices Database Monitoring

  4. Call for Proposals for 1 Project within Scientific Platform and Tools • EU Territorial Monitoring and Reporting System • Coordination with other relevant ESPON projects, particularly with Projects under Priority 3 within the Triad Budget:max. 598.000 €

EU Territorial Monitoring and Reporting System (2011-2014) Aim and contextualisation: • To develop a system for European Territorial Monitoring and Report for continuous assessment of territorial development trends and policy impacts in relation to policy objectives related to Territorial Cohesion, EU2020, EU Cohesion Policy Strategy and Territorial Agenda of the EU • To contribute for a better understanding of European territorial dynamics, as well as the diversity and position of the various regions, specific territories and cities in the European context. The focus should be on territorial potentials for development.

  6. EU Territorial Monitoring and Reporting System Main objectives: • Conceptualisation of a system for European Territorial Monitoring and Reporting, representing a simple tool for policymakers at different levels (30-50 selected territorial indicators, mainly based on INTERCO Project and ESPON 2013 Database, covering different geographical levels, maps and graphs) • Production of a booklet (10-15 pages) with key facts and figures on the territorial dynamics, trends and structures of the European regions, specific territories and cities • Elaboration of a “European Territorial Monitoring Report” template • Production of the first “European Territorial Monitoring Report” (app. 50 pages)

EU Territorial Monitoring and Reporting System Main aspects to be considered throughout the implementation of this project: • Take into account the main European policy concepts, orientations and objectives related to territorial development and main European territorial challenges • Build on ESPON 2006 results • Build on the results of the ongoing ESPON Projects: ESPON 2013 Database and INTERCO • Inspiration from other experiences on territorial monitoring (national observatories, european/international organisations) • Integration of time-series
