  2. PoliceAcademyDanilovgrad • Police Academyis the only Law Enforcement Educational institution in Montenegro. • It was established by the Decision of the Montenegrin Government (March 2006)as a public institution having a legal entity status.

  3. The goal of Montenegrin Police and other Law Enforcement Agencies is to: - Harmonise their activities with European standards; - Increase the level of legality, accountability,professionalismand respect of human rights; - Provide more efficient response to all security challenges.

  4. “Montenegrin Police Education Reform“ Project (2005) was supported by: • International Institutions and Associations; • Competent Ministries; • NGOs.

  5. Police Academy scope of work I Education, training and professional development of the Police Directorate employees, implemented through: I/a – Basic Police Education; I/b – Supplementary courses for police officers; I/c – Professional and specialized training; I/d – Police management training; I/e – Foreign languages and computer science (ECDL standard).

  8. I/a Basic police education Is the core task of the Police Academy which enables future police officers to: - gain policing competences; - gain the basic knowledge for professional and specialized development; - gain the basic knowledge for professional career development.

  9. It is implemented based on: • Two-year High School educational program for getting police officertitle (2415classes) for secondary school graduates • Ten-month educational program for gaining police officertitle for students with university degree.

  10. Basic police educationis combined of theoretical, practical and simulation training delivered through: • General Module – (362 lessons of theoretical and practical training) • Professional-specialized module – (1152 lessons of theoretical and practical training) • Optional module – (236 lessons of theoretical and practical training) • Practical training: • -Practical training at the Academy-210 lessons • Scenario training – 105 lessons • Practical training in the Regional police units -280 lessons • Camping under field conditions-70 lessons • Final exam

  11. The goals of education are to: • Gain knowledge and skills based on European standards; • Develop attitudes which guarantee the respect of basic democratic values and the rule of law; • Develop full transparency towards the society and understand the social, cultural and other changes;

  12. Compliance with the need to fight all types of discrimination; • Harmonise the use of force with the European Convention on Human Rights provisions; • Develop the capability of stress controlling; • Develop communication skills, etc.

  13. I/b Supplementary police education • Is delivered based on 5 months (780 classes) program; • There are two types of the supplementary police education delivered by the Academy: - for the General Police staff, - for the Border Police staff.

  14. Since its establishment, 439 officers completed the supplementary education courses at the Academy: - 234General Police, Anti - Terrorism Unit and Special Police Unit officers; - 205Border Police Officers. The Academy, together with the Police Directorate innovated the Supplementary Education Program for the Border Police.

  15. I/c Professional and specialised training • Is implemented based on the annual program • Enables gaining of specialised knowledge, skills and competences in specific areas.

  16. Organized crime • Terrorism • Cyber crime • Prevention of weapons of mass destruction spreading • Handling conflict situations • Domestic violence • Security of high risk gatherings, etc.

  17. 40-50 different educational contents are planned (courses and seminars) for field offices and other Police Directorate organizational units Special attention is paid to planning and implementing contents to strengthen Criminal and Border Police human resources capacities

  18. I/d Police management training • Is implemented aiming at enhancing the leadership and management; • Managers are educated in the areas of: - identifying problems in the organization, - motivation and mentoring, - decision making, - strategic planning, - changes management,etc.

  19. I/e Foreign languages • GOAL – enhancing the reform capacities. • Language school license. • IT school license in line with ECDL standard.

II Education of the Ministry of Interior and Public Administration employees • The Agreement on Cooperation was signed between the Ministry of Interior Protection and Rescue Department and the Police Academy • The special training program was developed for the Protection and Rescue Department Units.

III The Customs officers training Is implemented in the following areas: • Weapons of mass destruction counter proliferation (together with the Border Police) • Prevention of drugs trafficking and stolen vehicles smuggling across the state border (together with the Border Police) • Train the trainers • Weapon handling training

IV Education of the Penitentiary Institution employees • Professional standards and Educational Program are developed • Program is licensed as a High School program and contains 2052 lessons of theoretical , practical and scenario training • Students have the possibility to continue education at the Law Faculty of the University of Montenegro • Educational Program for supplementary training of the correction officers is developed and contains 683 lessons of theoretical and practical training

V Education, training and professional development of the employees dealling with persons and property protection staff– security services • Professional standard for ’’Security officer’’ is adopted, • Based on the standard, Program for security officers training is developed along with catalogue of knowledge and examination catalogue, • The program is implemented through 162 lessons of theoretical and practical training, • Two Programs of specialized training for security officers are developed.

  24. VI Library, publishing and research related activity • Books and teaching materials for implementation of different educational programs, • Police Academy journal “Perjanik”

  25. “Perjanik” publishes articles related to law, criminalistics, security and policing.

VII International Cooperation Goals: Enhancing Police Academy human resources, technical and administrative capacities through: • Instructors and teachers education, • Technical equipment for classrooms and cabinets, • Improvinging the accommodation and other capacities; Enhancing the Police Directorate human resources and technical capacities through: -Training and equipment donation.

  27. The cooperation is developed with: • Swedish SIDAand National Police Board, • OSCE Mission to Montenegro, • Council of Europe, • Austrian Development Agency, • ICITAP, • American Ministry of Defense - EXBS and DETRA, • Hungarian International Training Centre, • Education and security institutions from Turkey (TADOC Police Academy and others), • Police academies and criminalistics faculties from the Region and Europe • European Agency for Reconstruction, i.e. Delegation of the European Union

  28. The Academy has good capacities for different trainings: - Human resources capacities: ∞ 16 teachers and instructors,∞ University professors – guest lecturers ∞ Police Directorate experts, experts from the Ministry of Interior and Prosecutor Office ∞ International experts.

  29. Accommodation and technical capacities • 140 beds in four-bedded rooms, • well equipped cabinets, • modern simulation ground, • Construction of the sports hall and shooting range • restaurant, library etc.
