COE established 1994 • Title 10 US code, sec 182: Mission defined by Congress • Facilitate civil-military collaboration in humanitarian operations • Through education, training, research and assistance • Secretary of Defense Message 24 APR 00 • Direct Reporting Unit to U.S. Pacific Command (operational control) • Policy guidance from the Assistant Secretary of Defense for Special Operations/Low Intensity Conflict/Stability Operations • Tasked to help support preparations for HA, DR & PKO • Funded by Annual Senate Appropriation • Special authority to educate foreign military and civilians

  3. Vision To exercise leadership and promote improved humanitarian assistance performance among all relief practitioners, particularly in the Asia-Pacific Region. Mission To promote effective civil-military management in international humanitarian assistance, disaster response and peacekeeping through education, training, research and information programs.

  7. Principle work • Support military exercises • Enhance international peacekeeping capacity • Execute health and medical training • Conduct humanitarian/disaster relief courses • Distribute disaster related information products • Provide advice in disaster response

  8. Exercise Support • Integrate complex issues and emerging trends into military exercises • Facilitate participation of relevant civilian actors in military training • Bring military support to humanitarian training and education programs

  9. Enhancing Peacekeeping Capacity • Build multilateral capacity and confidence • Strengthen coalitions & promote burden-sharing • Promote common approaches and standards of performance • Collaborate on UN/DPKO approved curriculum

Medical and Public Health Activities • HIV/AIDS education and mitigation support for military forces ( Indonesia, India, Nepal, PNG, Timor Leste, Vietnam) • Develop medical material and curricula for related COE disaster/ humanitarian courses • Support for pandemic influenza planning (information sharing)

  11. Illustrative Courses • Combined Humanitarian Assistance Response Training (CHART) • Training Assistance Program (TAP) • Health Emergencies in Large Populations (HELP) (co-sponsored by ICRC) • CMCOORD (UN OCHA course on civil-military coordination)

  12. Information Products • Daily Asia-Pacific Report • Iraq Situation Report • Afghanistan Situation Report • Disease Outbreak Report • Disaster Reports as necessary

Operational Support • Expertise in humanitarian operations, transition planning, and the international relief community. • Support to UN OCHA in Pakistan to assist coordination of relief in response to the South Asia earthquake. • Secondment to UNDAC team and support to CSG HQ to assist assessment and response to Philippine mudslide.

  14. Characteristics of effective disaster response • Achieved by collaborative planning before the disaster event occurs • Requires basic consensus on needs assessment, division of labor in response and expectations for relief results • Relies on personal relationships among key decision makers • Includes input from the affected population • Requires full time effort that continues between disaster events

Possible Areas for Support to ASEAN Regional Forum • Seminar facilitation and specialized expert content for working groups in planning: • To apply and use existing mutual assistance guidelines and protocols • Civil-Military coordination and collaboration techniques • Guidelines for leveraging and coordinating unsolicited international assistance • Integration of regional and international (UN) standards and operating procedures • Developing procedures and consensus on information sharing
