  2. Why Health 2020 ? – a new WHO European Health Policy Framework Financial and economic crisis is threatening the gains made across Europe in recent decades, and exacerbating the longer term challenges facing our health systems

The Resolution - the key elements • Take forward the European Action Plan as a pillar for implementing Health 2020 • The Essential Public Health Operations and avenues for action • The self assessment of EPHOs as a tool to assist development of country strategies and action plan, implementing the EAP jointly with member states • Member states to collaborate in implementing the European Action Plan • The Regional Director to provide leadership in public health , develop partnerships, produce a report on self assessments ,and develop a dynamic approach to implementing the EPHOs
