USDOL ETA PROGRAM OVERVIEW • $500 million in FY11 grant funds to expand and improve the ability of eligible institutions to deliver education and career training programs – capacity building grants • Awards to institutions of higher education and consortia of two or more individual eligible institutions • Includes public, proprietary, or other non-profit educational institutions • Period of performance is 36 months • Includes implementation and start-up, program development and enhancement, and grant close-out

  7. Who are the Eligible Target Participant Population? Trade Act Assistance Participants Unemployed Participants Underemployed Participants Low Skilled Participants

  8. Priority 1: Accelerate Progress for Low-Skilled and Other Workers. Strategies: MoHealthWINswill develop a healthcare portal that will assess and develop participants’ skills, restructure courses into modular formats, introduce flexible schedules, create bridge programs into shorter certificate modules and enhance relationships between colleges and the public workforce system.

  9. This is an actual MoHealthWINs Transitions class at East Central College, Union, MIssouri

  10. Priority 2: Improve Retention and Achievement Rates and/or Reduce Time to Completion. Strategies: MoHealthWINs will integrate basic academics into contextualized modules and provide supplemental instruction, develop intensive student services interventions, and support articulation of credit for coursework and work experience (Credit for Prior Learning).

  11. Mineral Area College in Park Hills, Missouri – MaintTech -Modularized certificate programs in stationary engineering and HVAC.

  12. Priority 3: Build Programs that Meet Industry Needs Including Developing Career Pathways. Strategies: MoHealthWINs will focus efforts on industry needs through the development of learning communities, employer engagement, internships, and leveraging tuition assistance programs to implement “learn and earn” opportunities.

  13. Priority 4: Strengthen Online and Technology-Enabled Learning. Strategies: MoHealthWINswill develop online or hybrid, technology-enabled programs, including strategies to help becoming a successful online learner with digital literacy courses as well as enhance training with online simulation software programs of study.

  14. First Year RESULTS First fiscal year of MoHealthWINs (Sept 30, 2012): • Eight colleges started 18new programs • 219 participants enrolled in MHW programs • MAC’s hybrid integrated electronic software lab By the end of 2012: • 25 programs at 10 colleges • OTC’s mobile hearing instrument training lab • MCC’s information technology simulation lab
