SELL SEMINAR 2011 CASPUR/CIBER Consortium2010-2011 • No new contracts were added in 2010, some yearly contracts were renewed • Economic crisis impact on some library budgets • 18% decrease in volume expenditure in 2011 compared to 2010 • Some institutions opted out from multiyear contract • Other institutions did not renew yearly contract • Very few institutions joined some existing contracts

CASPUR/CIBER Consortium2011 Changes in procurement law in Italy due to more strict measures against illegal business (mafia activities) – traceability of order/invoices Payment plan with publishers (in 2/3 installments) changes in procurement law delayed CASPUR billing institutions CASPUR did not receive ministry funds on time Due to economic crisis some institutions could not renew the contract until February- March 2011 SELL SEMINAR 2011

CASPUR/CIBER Consortium2011 Opt –out clause and impact on post cancellations rights No problem with publishers whose journals are locally loaded (Elsevier, Springer, IOPP, Kluwer Law International) No problems with those licences which clearly stated the access was granted for the subscription years Problems with Nature journals (licence refers to fee to be agreed upon to access the subscription year) Fee was considered too high by institutions SELL SEMINAR 2011

Economic crisis possible measures: some considerations Reduction of price cap is not enough Big deals are nice but not sustainable anymore Renegotiating contracts reduction of accessible content based on statistics usage and historical subscriptions count on ILL for titles not accessible anymore cross access model is appealing to some institutions but not to publishers definition of new core collections on a consortial basis is hard Core collection + pay per view is difficult to administer SELL 11th Meeting 2011, 3rd-4th June, Porto

CARE activities Several surveys were conducted between 2010-2011 Economic crisis impact on academic libraries 18% -19% average library budget cuts between 2009-2010 cuts hit monograph purchase greatly, in the second place some subject based databases and in the third place journals (especially print journals and journals not included in consortial deals) SELL 11th Meeting, June 3rd- 4th, Porto

NEXT STEPS Find new business models is a must for the future of consortial deals Post cancellations rights, perpetual access are more and more of an issue we need to align all contracts Obtaining metadata from publishers is also an issue Discovery tools: what to do? so far few institutions in Italy either purchased Summon or Primo Central Is there any possibility to build a CIBER digital library?
