  2. History of Committees • Why are committees important? • They control the congressional agenda and guide legislation. (Edwards, Wattenberg, & Lineberry, 2009) • Committee chairs are the heads of their committees. (Edwards, Wattenberg, & Lineberry, 2009) • 1789-1816 there were only tentative select committees (Senate Committees) • Standing committees started in 1816 (Senate Committees)

Senate Armed Services CommitteeDuties The Jurisdiction of SACA is: “Aeronautical and space activities peculiar to or primarily associated with the development of weapons systems or military operations; the common defense; the Department of Defense, the Department of the Army, the Department of the Navy, and the Department of the Air Force, generally; maintenance and operation of the Panama Canal, including administration, sanitation, and government of the Canal Zone; military research and development; national security aspects of nuclear energy; naval petroleum reserves, except those in Alaska; pay, promotion, retirement, and other benefits and privileges of members of the Armed Forces, including overseas education of civilian and military dependents; selective service system; and strategic and critical materials necessary for the common defense. Ranking Member Senator John McCain (R-AZ) • Son and grandson of Naval Admirals • Navy Aviator during Vietnam • Was a POW for 5 and a half years • Retired from the navy in 1981 with the Silver Star, Bronze Star, Legion of Merit, Purple Heart, and the Distinguished Flying Cross. • First elected The House of Representatives in 1982. • Elected to Senate in 1986 • Republican Candidate for President in 2008 • Currently is Ranking Member on the Senate Armed Services Committee; Committee on Energy and Natural Resources; Committee on Health, Education, Labor, and Pensions; Committee on Homeland Security and Governmental Affairs, and Committee on Indian Affairs. • (US Senator John McCain)
