  1. Day Officials Clinic

  2. WeR1 Goals • WeR1 Cadre • Provide on-site training and feedback to individuals and teams on their officiating duties during the volleyball matches • Provide Rule interpretations for the host and/or participating teams • Report to the region office all tournament management issues

  3. Arrive at Site • Arrive at least 30 minutes before the start of the tournament (Typically 7:30 AM at the first site if you are covering multiple sites) • Wear your WeR1 Shirt and Credentials (set the example for everyone) • Introduce yourself to the tournament director Observe the check in procedure, keep in mind that this is a very busy time for the Tournament Director: • All teams need to verify, update, and sign roster before they start play • All Coaches need to show their credentials and ID's • Day credentials for non-region coaches are supplied after verification of membership and IMPACT/CAP certification by the tournament director • Tournament directors need to report ALL names of HOA coaches who do not have their credentials, but are registered and IMPACT certified to HOA Office (info@hoavb.org) ??? Roster???

  4. Credentials • Credentials must be visibly worn during the match to identify approved coaches. No other Adults can be on the bench. • Parent Members - Cannot be on the bench during the match. They can assist with shagging balls and/or at the scorer's table. They must wear their credentials when they are performing either role. • Coaches who cannot show a membership card or proof of IMPACT/CAP CANNOT coach, NO EXCEPTIONS! • COLOR holographic stickers are for the 2017-18 season (Holographic stickers from prior seasons are not valid!)

  5. Junior Assistants • A Junior Assistant: • May sit on the bench with a younger team to assist the Head Coach; • Must be written in on the roster; • Must visibly wear credentials to sit on the team bench. • A Junior Assistant : • CANNOT be the Head/Assistant Coach for a team • CANNOT replace an adult coach • CANNOT be the R1 for a 14 and Under team

Tournament Site Check on the following and report on your form: • LIABILITY ISSUESPlaying Surface (1.2.1), Net system (2.5), Referee Stand, and Padding (2.6) • If not in accordance with the rules and cannot be corrected • Inform Tournament Director that this tournament is no longer sanctioned by the Region. • Leave the facility immediately. • Report this issue IMMEDIATELY using email and call (The Region Office 913.233.0445[leave message] and On-Call Official 913.766.1714) • Facility Requirements • Adequate parking • Adequate bathrooms • Sufficient audience space • For 10, 11 and 12 Select (Silver) & Combined (Open) tournaments only • Step-In Service Lines (2m (6'6") inside baseline)

  7. Tournament Site Check on the following and report on your form: • Correct net heights for all age divisions: • 1.98m (6'6") – Girls 10 and Under; • 2.13m (7'0") – Girls 12 and Under; Boys 12 and Under; • 2.24m (7'4 1/8") – Girls 13 and Above; Boys 13/14 and Under; • 2.43m (7'11 5/8") – Boys 15 and Above; • Correct ball for age divisions • Center line and attack line (3 meter) lines • Correct paperwork on the tables Current scoresheets, lineup sheets and Libero tracking sheets

  8. Tournament Formats • Verify an HOA approved tournament format is used. Check with the tournament director.Approved formats are in Appendix A of the Tournament Director Manual. This can be found on the HOA website. HOAVB.org - General Info - Resources.

  9. Region rules • In Combined and Select tournamentsNot in Premier tournamentsTeams may play with 5 players (Ghost player – 3 front row/2 backrow players)Automatic Loss of Rally when Ghost rotates into service position • Boys teams can play in their age group in up to U14. Report back if a boys teams seems to be too strong to play in the girls division. • Boys can play on girls teams up to U14 on Select level teams. • For Combined and Select EventsUniforms must be similar not identical

Uniform Issues • Uniforms Issues Should Be Addressed Before The Start Of Play • Identical Uniforms (Premier) or Similar Uniforms (Select/Combined) • No numbers (Will not be permitted to Play) • Numbers 0 and 00 are illegal • Numbers not permanently attached • Numbers need to be centered on back and chest, permanently attached and clearly visible. Front numbers should be centered "on the chest" – over the ribcage (not the stomach) • Libero uniform issues • Marginal Number placement, contrast of number, and contrast of Libero JerseyFor Marginal Issues, address it with the coach and let them know that they may have issues with paid officials at Region Events, National Qualifiers, and National Championships and should contact the HOA office. Then let them play. Check if the tournament director is addressing issues. If not, step in and make the tournament director enforce these rule.

  11. Illegal Uniforms • Illegal Uniforms • Uniforms without Numbers are Not Permitted to Play • Give Coach 3 options • Fix the issue • Do not play using the illegal uniform • Take a 5 point penalty in each set with an illegal uniform • Inform Tournament Director and Make Sure Penalty is Applied Throughout the Day • Give Coach the Illegal Uniform Letter from the Officials Chair (PRE-PRINTED) • Available on HOA Website, Academy Course Materials, or HOA Office • Include Information on the WeR1 report • Include Issue, Club Name, Team, Age, and if available Coach's Name

  12. Illegal Uniforms On The Court • If you see a team playing with an illegal uniform • DO NOT STOP PLAY.ALLOW THIS SET TO FINISH • Inform tournament director and point out the illegal uniform. • Before the next set, the tournament director must address the issue with the coach. • Coach will have the options listed on previous slide from this point forward.

  13. Observing Teams/Matches • Walk around and observe all courts • Officiating • Younger teams (14 and younger), Coach is 1st Referee NO EXCEPTION!!! • 15 over, Coach has to be R1, R2, or scorer • Warm-Up Periods • Starts as soon as teams have shaken hands (Is the tournament director on top of this or are things running long?) • All warm-ups are 2-4-4 NO EXCEPTION!!!

Emphasize: Scoring • Make sure that you • Pay close attention to the scoring modules. • Are comfortable helping with scoring problems. • Have the example scoring sheet to share with the scorers. • Remind Players • NO PHONES/Electronic Devices at the Scoring Table • NO EATING During the Game • Keep the table and benches clean • Make sure the scores are correct and the correct team is recorded winning the match

  15. WeR1 Support Duties • Answer questions about rules for parents and coaches • Help teams identify the warm up area and assist with Coaches that are standing too close to the court during play and players that are standing in front of the bench instead of at the end of bench. Walk The Courts And Address Issues • If it appears that a team official is having a difficult time either officiating and/or scoringGo to the court and assist as needed. • Do not interrupt the matchWait for an appropriate time to assist. • If a team continues to having difficulty with officiating and/or scoring. • Include this in the WeR1 report. • Be Specific – Name of Club, Team, Age Group • If Available – Officiating Player's name and/or Coach's name

Behavioral Issues • PARTICIPANT PROTECTION IS OUR FIRST CONCERN • If Behavioral Issues from participants and/or spectators reach the sanctioning level.WeR1 cadre members are empowered to IMMEDIATELY apply any and all appropriate Sanctions. • Enforce HOA Fan Behavior Policy • Enforce Appropriate Match Sanctions • Expulsions / Disqualifications and Fan Behavior Issues must be reported on the WeR1 Form • Name of Offending Club, Team, Age Group • If Available, Offending Participant's name

  17. Protest and other Officiating issues • If a protest occurs while you are there, act as the head official and handle the protest. Report if the tournament director handles the Protest procedure correctly or not. • Protest Official on Call (913.766.1714) if you are not sure of a rule interpretation • Make sure that Rulebooks (Domestic Competition Regulations) are available at the tournament site. • Tournament Director/Site Manager can NOT be coaching • Conflict of interest • Not available when problems occur • Report if this is occurring in your report

  18. Wrap up Stay at the site until at least the first round of play-offs, but do not leave before 3 pm unless you are scheduled to visit multiple sites. If you are scheduled to work more than one site, stay at a minimum of 3 hours at the first site. Spent your time at the site with the teams. We are there to help them improve and want to stay in involved. Make sure the tournament director verifies the times you arrived and leave and signs the form before you depart. Submit the form to HOA by Tuesday 9am following the tournament.
