    3. Introduction - History Norstar Ship Management was formed by the merger of smA & Luna in November 2010 smA was formed in 2008 and managed 6 chemical tankers for Mitsubishi, Ugland, and Brovig. Luna was formed in 2009 to manage the Norstar Vessels in house Our Technical & Marine office staff are experienced seafarers and have extensive expertise operating and sailing on Chemical/Parcel Tankers, Bulk Carriers, OBOs, VLCCs, Reefers, Container vessels & General Cargo Vessels. Now managing a fleet of 13 CPP and IMO 2 Chemical tankers, with the infrastructure in place to manage another 15-20 tankers. Project management and supervision of diverse engineering projects ranging from Extended Well Test vessels to Pacific inter island traders and Power Production Barges.

Has acted as Technical Adviser to the IMO for Panama and the Cook Islands. Helped draft the Inter industry report in Chemical Tanker Explosions William Hastings Technical director, ex MTM Ship Management technical super with extensive experience having sailed as Chief engineer on Chemical tankers, offshore vessels and bulk Carriers. Capt Jesus Erkiaga ex MTM Ship Management with extensive experience in tankers, bulk carriers and dry cargo vessels. Staff have extensive experience in Ship management, of all classes of vessels. Company and system built from ground up in Singapore.

    5. Introduction - ISM/ISO Norstar Ship Management obtained its DOC in November 2010 with scope for Oil Tankers, Chemical tankers, Bulkers, other Cargo Vessels. The merged company adopted the quality system of smA. smA was renamed Norstar Ship Management and has been accredited by ABS for ISO 9001 & 14,000 in December 2010. Norstar Ship Management has ISM and duel ISO certification which commits us to a process of continual improvement. Norstar Ship Management holds an active DOC for the Panama flag, Marshall Island, Singapore and plan to expand this as required.

    6. Introduction - Philosophy Norstar Ship Management is a small to medium size manager with an Owners approach to ship management. Norstar Ship Management will tailor services to meet the needs of the Client. Norstar Ship Management will report in whatever level of detail required by the Client. Norstar Ship Management is committed to ensuring that management of the Clients project will always be to the best of our teams ability Transparent accounting and ship management reports. Norstar Ship Management is committed to our industry and is actively involved with various industry groups.

    8. Introduction Industry involvement Norstar is actively involved at the IMO. We have contributed and had some influence in various sectors of the industry but in particular with Chemical Tankers. Our input enables us to provide our clients with accurate and timely advice on vessel design requirements and cost advantages to be gained by accurate interpretation of the regulations. Chemical/ Oil Tankers Revision of MAROL Annex II Consequential Amendments of the IBC/BCH Codes Damage Stability of Chemical Tankers Changes to SOLAS wrt Inert Gas on tankers less than 20K. We helped draft the Inter Industry report that is being used to amend SOLAS All Vessels Debate on CO2 emissions SECA areas Ballast water treatment EEDI (Energy Efficiency Design Index)

    9. Technical NSMs technical expertise spans a large variety of vessels Company staff have unsurpassed experience in the field of Chemical Tanker Management. Company staff also have considerable experience of Bulk carrier operations Tanker operations Container vessel management Staff have experience in managing, slow & medium speed four stroke diesel engines of various makes, boilers and steam plants of various makes and sizes, air conditioning and refrigeration systems of various capacities and types, distillation plants, sewage systems and low to high pressure hydraulic systems Low Vessel to Superintendent ratio

    10. Technical Detailed initial inspections of vessels are carried out by a senior Manager(s) to plan an effective take over. Excellent working relationship with Class societies Excellent working relationships with shipyards and workshops around the world Experienced in repair work of all types. Budgets are prepared accurately from ground up

Technical- Inspections All vessels are inspected at least 4 times per year At least 2 times by the Super Once by a Peer (Another Super) At least once by the Marine/Quality Super The Peer Inspection procedure has been developed to ensure Team work. Knowledge Transfer Common and transparent reporting procedures

    14. Our Senior Managers have held the top positions in a major chemical tanker owners in-house ship management department. Building the management from inception. Been involved in Chemical/Parcel Tankers from 1976 until today. The period covers the very early stages of the sectors development from coated single hull vessel with pump-rooms to Stainless steel 50 tank vessels. We have in-house experience allowing us to advise on the toughest cleaning jobs. Worked with Oil Majors in their vetting/marine department and developed systems that allowed Owners to Time Charter their vessels to BP / Shell / Exxonmobil / Mitsubishi and others. Building Norstar to comply with the requirements of the toughest Oil Majors The management systems have been audited by Shell & Exxonmobil and qualify to carry COA business with them.     17. Marine, Safety & Quality (MSQ) On Board Inspections Superintendents Inspect the vessel a minimum of 4 times per year. Inspections are carried out using a Dynamic Audit Check List as per the schedule below. At least twice by the Budget Holder Once by another Budget Holder Once by the Marine Superintendent Vetting Inspections are ideally scheduled Every 5 months under the SIRE format Every 11 months under the CDI format (If a Chemical Tanker) Every effort is made to carry out a Pre-Vetting by the Marine Superintendent

    19. Fleet Personnel Our Management Services include full crew management. We have been active in Myanmar for 20 years and have built up a strong a loyal team of Seafarers and Shore Support Staff. We have some of the highest retention ratios in the Industry with close to 100% in the office and with over 95% Sea Staff returning to our managed vessels. We have our representative office in Yangon where the majority of our sea staff are domiciled. Our particular strength is in manning Chemical Tankers and Oil Tankers. However, our Yangon office supplies crews for Reefers, Bulk Carriers and Container vessels. We can provide support to financial institution where they are presented with a distressed asset situation. Verification and settlement of unpaid wages of existing crews. Repatriation of existing crew. Network of travel agents specializing in the maritime industry to obtain competitive airfares for crew changes.

    21. Purchasing Technical superintendents scrutinize all requisitions and ensure correct specifications. Critical components are sourced from makers only. Technical Assistants are guided by approved list of vendors. Experience of procuring spare parts for unconventional and out dated machinery found on older tonnage. Experience in procuring spare parts for diesel engines of all makes from original manufacturers and after market suppliers. Experience in sourcing second hand spares and reconditioning of spare parts, with a net work of suppliers connected to ship breaking yards.

    22. Accounting Timely and accurate accounting reports Detailed comments on any variation to budget Each ship has individual book account with Owners having access to view transactions on a live basis. If required Owners accounting can be provided.

    23. Information systems All data will be shared at multiple locations, through a web based management system, covering Quality, Safety, Crewing, Purchasing, Administration and Technical.

    24. Information Systems All system and information flow will be online, for secure access by multiple offices, banks and other clients. Work reports, inspection reports etc with web access.
