  6. Today’s Objectives and Scope Discuss Timeline for this release of the MMPA Review topics of interest for R2 and prioritize work to be performed by this Task Group within that timeline Others to be determined by Task Group.

Time Line • Weekly meetings beginning today • If you do not have a recurring invite please let us know and we will get that to you. • Goal is to have a completed version of Release 2.0 to present to CalOHII for evaluation and public comment by April 26th • Intent is to have 30 public comment period • Present Release 2.0 at next California Stakeholder Forum to inform stakeholders on March 8 & 9

Topics of Interest • Patient Engagement – extending the MMPA to support Data Providers that are consumers of healthcare • Incorporation of DURSA – extending the MMPA to incorporate flow-downs of the DURSA to support HIOs that participate in Healtheway • Incorporation of National and International Standards- This was actually a comment of someone from the Cancer Registry at IPHI I think.  I personally don’t know of other Agreement Standards at the international level but would argue that between the MMPA and the DURSA we are setting the National Standard. • HIO Governance - This is really the tie-in to Policies and Procedures of Release 1 and not the Governance of HIE for the State of CA.  In other words where we refer to a P&P in the MMPA R1.1 the work product of this topic would be samples for this purpose. • Security Incident Reporting – this topic presumes that some form of governance exists for incidents to be reported to so it is probably dependent on a Governance entity being in place. • HIO to HIO Exchange  - this is the one that I think there was the greatest support for from the community.  There are a number of states that have established inter-HIO agreements that we could use as input and reference, much like we did when we crafted MMPA R1 and referenced the Participants Agreements that were in use around the state and country. • Updates to MMPA 1.1 to reflect Final Rule – Given that the release is out (HIPPA\HITECH Omnibus) are there any changes we should make to MMPA 1.1?  Does it make sense for the task force to work on this?  Is it a two month effort or something we could coupled into a 2 month effort for the inter-HIO agreement?
