  3. Background • Contract Reform Task Force • Governor Rell’s Executive Order #3 • Makes contracting process “open, honest, fair” • Encourages recruitment & participation of small & minority owned businesses • Establishes State Contracting Portal

  4. Definition • State Contracting Portal is the single central location for posting: • Bids/RFPs/other bid documents • Contracts • All executive branch agencies & higher education required • Available to municipalities at no cost

  5. Why Does CT Need This? • Open Government • Everyone Equal • 24/7 • Nothing to Hide

  6. Advantages & Benefits • Municipalities • Reduced postage, faxing, advertising & copying expenses • Users control posting • Documents removed from site automatically • Bidders notified when a bid is posted or modified

What You Need to Do • Obtain account and password – to obtain an account, send email to bidposting@po.state.ct.us • Obtain copy of Adobe version 6.0 or above • Sign up to receive one a day bid notice • http://www.das.state.ct.us/Purchase/Register/default.asp • Make certain your vendors are registered for bid notification

  18. Portal Tips • Email your PDF bid document at least 1 day prior to posting your bid. • Make sure that the bid/RFP file name exactly matches the PDF file name emailed to DAS • The system auto logs off in 30 minutes, so prepare material before going on the SCP

  19. Portal Tips • Enter contact information for someone that is knowledgeable about the bid document • After posting a bid, test links to ensure they are working properly • Provide feedback to DAS
