  1. Geospatial Line of Business Update A-16 Supplemental Lew Sanford Jr. & Wendy Blake-Coleman FGDC Coordination Group December 2, 2008

  2. Key accomplishments • Widely shared A-16 Supplemental Draft with federal partners, state liaisons & NGAC Subcommittee • Conduct three day adjudication process considering all comments submitted.

  3. Comment analysis • Adjudication team reviewed: • 197 Federal community comments • # agencies • 57 comments from NGAC • Adjudication addresses all comments and incorporated into a revised draft. Draft is being proofed and checked by editing team.

  4. Goal: Obtain Steering Committee endorsement by December 16 • Comments were thought provoking and largely positive • Insight from federal and NGAC reviewers wanted to address an even wider scope, but acknowledged the need to build consensus before formally proposing revision of A-16. • Comments were roughly: 50% editorial; 25% procurement related; 10% content; 15% future or other.

  5. Next steps • Obtain Steering Committee endorsement • Share outcomes • Work with stakeholder agencies in the coming year to begin implementation.

Lifecycle Management Work Group A-16 Supplemental Guidance: Purpose • Bring greater clarity and specificity to significant responsibilities assigned to FGDC and member agencies under authority of: • Executive Order 12906 section 2(a) • OMB Circular A-16 section 8(e) • Refine and fully execute the intent of the OMB Circular A-16 and E.O. 12906 • Enable the geospatial community to leverage resources and promote opportunities for partnerships • Foster unity of efforts among FGDC members and its partners

Lifecycle Management Work Group A-16 Supplemental Guidance: Outline • Executive Summary with high level goals • Roles and Responsibilities pursuant to sections 8(e)(d) and 8(d)(4) of Circular A-16 • Lexicon of Geospatial Terminology to clarify section 2(b)(1), section 8 (e)(c), and Appendix D of Circular A-16 • Stages of the Data Lifecycle pursuant to sections 8(e)(d), 8(e)(f), and 8(e)(g) of Circular A-16 • Theme Assessment Principles as a first step in revising Appendix E of Circular A-16
