Learning Objectives After completing this session, you will be able to: • List required permits and licenses for onsite systems • Describe requirements for the issuance of these permits and licenses • Name circumstances when MassDEP must approve the onsite system even though the Board of Health (BOH) is the approving authority MA PHIT- Wastewater Certificate Program, Session 2

  4. Permits and Approvals • Permits: • Disposal System Construction Permit (DSCP) • Certificate of Compliance (CoC) • Approvals: • Abandonment of System http://sph.bu.edu/otlt/LPHI/MAPHITWW/index.html MA PHIT- Wastewater Certificate Program, Session 2

  5. Permits—DSCP • Required for any and all work performed on an onsite system • Valid for 3 years, in most cases • Issued: • In reference to a property or parcel • In writing • To a licensed individual Can a BOH create their own DSCP? MA PHIT- Wastewater Certificate Program, Session 2

  6. Permits—DSCP • General Classes: • Minor component repair • Upgrade • Expansion (increase in design flow) • New construction MA PHIT- Wastewater Certificate Program, Session 2

Permits—Certificate of Compliance • Issued by LBOH • Corresponds to DSCP • Only issued: • When work is complete • Inspections and as-built plan assure compliance with all regulations • Signed by BOH, Installer, and Designer • May need additional approvals (such as electrical or plumbing) • Copy to Building Inspector for certificate of occupancy, if required MA PHIT- Wastewater Certificate Program, Session 2

Licenses-DSI • Issued by the BOH • Requires demonstrated knowledge of system construction • What does your city/town require? • Applications, fees, and requirements will differ from town to town • No statewide licensing • Expire every 1-2 years MA PHIT- Wastewater Certificate Program, Session 2

  17. Licenses—Septage Haulers • Locally issued by BOH for pumping septic tanks and hauling/transferring septage within municipal borders • Similar to DSI (no state licensing) • Communities have varying requirements • Issued annually by most Towns MA PHIT- Wastewater Certificate Program, Session 2
