  1. A Future Research Infrastructure: ICOS Integrated Carbon Observing System Philippe Ciais Coordinator ESFRI Working Group on Site Issues SIG - 26 May 2009

  2. Science Issues A short description of ICOS ESFRI Working Group on Site Issues SIG - 26 May 2009

  3. What is ICOS ? • A world-class infrastructure to quantify and understand greenhouse gas fluxes • Long-term measurements at a network of sites • 40 back-bone ecosystem flux sites • 40 atmopsheric concentration sites • 10 ocean ship-lines • The performance of the ensemble will be greater than the sum of each national network • Scale : Europe and key regions of interest for Europe • Large implications for climate policy

  7. The agenda to build ICOS Month 36 : Legal status accepted Carboeurope Other research projects National networks Science case 2001-2008 Month 48: First stations operational Month 48: All infrastructure facilities in place Preparatory 2008-2011 Construction 2009-2013 Operational > 2013 Month 24: Stations prototypes developed Month 24 Centers (sites) location recommendations

  8. Organisation Issues Governance & site selection ESFRI Working Group on Site Issues SIG - 26 May 2009

  9. Major priorities ESFRI Working Group on Site Issues SIG - 26 May 2009

  10. Background Financial Engagements Scientific work Governance ESFRI Working Group on Site Issues SIG - 26 May 2009

  11. Why a specific organization for ICOS ? Governance issues • Win the trust of : • Parent institutions of the project • Governmental bodies and other decision-makers • Sponsors • Satisfy the users of the facility ESFRI Working Group on Site Issues SIG - 26 May 2009

  12. Phases of project Preparatory phase 2008-2011 Construction 2010-2015 Operational phase >2012 Phases of Governance Selection of sites Launching Project management organization Final organization Legal forms for ICOS III I II Now I : Each « ICOS-country » represented by an institution, as an interim legal entity II : A legal form for ICOS is chosen among existing (national or Community) legal forms III: The final legal form of ICOS is settled : IO or ERI intermediate final Different organisation models are analyzed

  13. A model that should be avoided ESFRI Working Group on Site Issues SIG - 26 May 2009

  14. A better model What should be created ESFRI Working Group on Site Issues SIG - 26 May 2009

  15. « The Union Model »  A single European Entity operating the common services Council of governmental bodies ICOS Council 1 representant per country Scientific advisory board Technical advisory board Legal agreement among countries to create & jointly operate European Entity European entity ICOS-EU (to be created) ICOS-EU executive board ( 7 persons ) Director + Managing director + Administrative officer(s) + 1 Director of each central facility Headquarters Office Central Facility Eco center Central Facility Analysis lab Central Facility Atm center Central Facility Ocean Center Legal agreement between each national branch and European Entity 1 representant per national branch National branches of RI (13 countries PP) networks ESFRI Working Group on Site Issues SIG - 26 May 2009

  16. Implications • Ensures a very good European integration • The ICOS European Entity can act as a major International player • Provides a « One stop shop » for ICOS membership ; easy to add new members • This governance model probably needs a centralized coordination unit with European scale responsibilities ESFRI Working Group on Site Issues SIG - 26 May 2009

  17. Main issues • Legal status of European Entity ; ERI • Tax status ; personnel status • Decision making process within the European Entity • Activities ran for profit and services ? • Reporting of European Entity to a Council of Stakeholders • Representation of countries in the Council of Stakeholders • Liability of each country involved • Contribution of countries hosting a central facility (e.g. in-kind, equipment ?) • Contribution of countries hosting a network (e.g. cash for services ?) • Operational Running Costs, incl. Retrofitting of equiments • Data policy and IPR ; National - European ; Free data to user Workshop with stakeholders in Sep. 09 ESFRI Working Group on Site Issues SIG - 26 May 2009

  18. Evolving from the initial ICOS-PP management structure to the final organisation ? Intermediate organisation ICOS Council 1 representant per country ICOS-EU executive board ( 7 persons ) Director + Managing director + Administrative officer(s) + 1 Director of each central facility Headquarters Office Central Facility Eco center Central Facility Analysis lab Central Facility Atm center Central Facility Ocean Center 1 representant per national branch

  19. II. Intermediate organisation ; European level once the 3 sites have been located Technical advisory board Scientific advisory board Council Project Partnership Coordinator ICOS project manager Project office Legal and governance advisory Country leading Site 2 Country leading Site 3 Country X network Country Y network Country Z network Country leading Site 1 Will allow discussion and solving remaining issues

  20. National Branch Mirror Organisation e.g. Norway • Update on national organisation of ICOS

  21. Site Issues How to locate the central facilities ESFRI Working Group on Site Issues SIG - 26 May 2009

  22. Site issues A selection procedure : transparent, fair and urgent ! A key issue for the governance : a specific organization for countries hosting a site A key issue for implementation of the project: select the project team in each country hosting a center A key issue for preparation of the choice of the final legal form ESFRI Working Group on Site Issues SIG - 26 May 2009

  23. The site selection procedure (1) • Description of each site is available (concept papers) • The SC appoints a dedicated committee for site selection of the three centres • The site selection committee organizes meetings with government bodies • to explain site requirements • Possibly to reach consensus on site location • The site selection committee may organize an application call • Objectives of this call : • Collect applications for each centre, • If only one application, may help improve this application • Eligibility: Country must be represented by at least one institution, with a legal entity and partner of the ICOS preparatory phase ESFRI Working Group on Site Issues SIG - 26 May 2009

  24. The site selection procedure (2) Requirements for applicants (1) • Identification of the type of Centre to be hosted (Ecosystem, Atmospheric, Central analytical laboratory) • Identification of stations to be built in the country • Identification of all national institutions entitled to belong to the steering committee – Contribution from each institution (in-kind, staff with adequate skills for the needs of the Centre, cash) - contribution from other sources – with letters of commitments ESFRI Working Group on Site Issues SIG - 26 May 2009

  25. The site selection procedure (3) Requirements for applicants (2) Availability and disponibility (timing) of the site • Academic international excellence and know-how • Technical support and encumbrance • Scientific support • Academic environment • Industrial or service environment • Accessibility (air, train, metro) from main European destinations Specify: • Option 1: The building exists and is ready to be dedicated to ICOS, with no overlap with the host laboratory – provide description and blueprint – letter of commitment of the owner. • Option 2: A new building is envisaged. Identification of owner of the land with letter of commitment  ESFRI Working Group on Site Issues SIG - 26 May 2009

  26. The site selection procedure (4) Tentative Selection criteria The criteria, with scores (from 1 to 5) and weight should be chosen so that the overall score favors • The overall contributions of the candidate (on a national basis) • The site description including availability and disponibility (timing) Implementation of the call and site selection • Meetings will stakeholders organized before Nov 2009 • Tentative schedule for applications : January 2009 ESFRI Working Group on Site Issues SIG - 26 May 2009

  27. Summary Roadmap to site selection ESFRI Working Group on Site Issues SIG - 26 May 2009

  32. Main difficulties • The search for candidates as a professional Project Manager • Actions to transform the present ICOS –PP organization into a project management one • Introducing a project management « culture » into a research community ESFRI Working Group on Site Issues SIG - 26 May 2009

  33. Conclusions • Fast progress is achieved, thanks to current bottom up structure and role of focal points • Different scientific contributions & funding sources in each country identified and updated • More involvement of stakeholders & interactions between them is needed • Next 18 months : critical steps to confirm funding and formulate decision elements for Central Facilities
