Today’s Purpose • Provide an Update on EPA’s Nationally Significant Incident (NSI) Planning • Mention the Spring 2010 RDD Exercise: Liberty RadEx • Gain RRT Support to use this Forum for Further NSI Planning • Solicit States to Participate • Discuss Potential Roles for Other Federal Agencies • Provide Updates at Future RRT Meetings • RRT to Host Future Small-scale Exercises

  3. NSI Planning : Background • EPA Established an Agency Planning Goal of Responding to 5 Simultaneous NSIs [ie.“Getting to Five”] • ER Business Plan Developed • Initial Estimate of Resources (2005) • Estimate Modified Based on Katrina (2008)

NSI Planning - Goals • Identify EPA Resource Needs & Capacity • Personnel, Contractors, NCP Special Teams, Other Skills/Expertise, Equipment & Training • Quantify EPA Resource “Gaps” • Consider Technical Approaches & ICS Response Structure to Address Scenarios • Identify Technical & Policy Shortfalls • Consider States’ Capabilities & Resources

NSI Planning - Approach • 5 Scenarios Selected from DHS Scenarios • Hurricane; Earthquake; Blister Agent; Anthrax and RDD • Scenarios Selected Because They Likely Result in Environmental Emergencies • Planning Performed by EPA Regional “Back-ups” • EPA Regions 3,4,5 Worked 2 Scenarios (RDD & Anthrax) • Resource Gap = Needs - Capacity

  6. NSI Planning - Process • Scenarios Assigned Late December ‘07 • 1st Cut on Response Approach & Resource Needs Provided by HQ Mid-January ‘08 • Draft NSI Plans were Due 3/31/08 • EPA HQ Comments Received Late May • Final Revised Plans Due 6/30 • Significant Flaw: No Time for State Input

  8. NSI Planning: Next Steps • Incorporate State Views and Resources into Plans • Further Consider the Roles of OFAs • Conduct Major Exercises • Start with RDD; Why?? • Major Vulnerability: No Significant RDD Incident Experience Nationally

NSI Planning - Next StepState Input • R3 and Other EPA Regions Seeking State Participation in NSI Planning • EPA Preference: Use RRT as Forum • Flexible Planning Process Depending on State Preferences But Could Identify: • State needs • State’s capabilities and resources • State’s vulnerabilities and priorities

NSI Planning W/States:Proposal • EPA Proposes Kick-off Meeting with Individual R3 States Over the Next Year • Plan using 1 Scenario; Recommend RDD • Address Other Scenarios Later?? • State Participation To Include @Minimum: • Environmental, EMA & Health • Primary RRT Rep Takes State Lead forOrganizing with EPA

  11. NSI Planning w/OFAs:Proposal • EPA Proposes to Meet First with States • Report Back to RRT After Initial Meetings • Seek Involvement of OFAs Based on Initial EPA/State Meetings • In the Interim: OFAs Encouraged to Review NSI Plans and Provide Comments or Meet with EPA

  12. Scope of a State’s NSI Plan • Flexible Based on State Interests • Initial EPA Idea = Concept of Operations Plan • ConOp Scope Might Address: • Response Management • Risk Communications • Radiation Assets • Drinking Water/Wastewater Assessments • Waste Management

Types of Information That Might Be Needed From States • Data (numbers, types) on State Rad Personnel & Equipment • State Response Personnel, Including Contractors, Capable of : • Supporting Rad Assessment & Cleanup • Sampling, Assessment & Tech Support • Other Response Resources • State ICS Trained Personnel

Other State Information • State Feedback on EPA NSI Plan: • Feedback on ICS Structure, Technical Approaches, and Identified Issues • Alternative Approaches • State Participation within IMT • State-specific Needs/Concerns on: • Waste Handling & Disposal • Drinking Water & Wastewater • State Limitations

Liberty RadEx • Based on DHS Scenario 11: Radiological Dispersion Device (1 detonation/1 city) • Focus on ESF-10 Hazmat Mitigation and Cleanup - Not Initial Response • Test Federal, State & Local Cleanup Capabilities for Radiation in Urban Setting • Test Concepts Outlined in EPA Region’s 3/4/5 NSI Plan - Approach to RDD Response
