ANNUAL REVIEW City Plan for Homeless Servicesand Proposed Action Plan Hold required public hearing Approve proposed Action Plan – including vision statement, guiding principles & action steps Authorize the City Manager to negotiate and execute a $100,000 agreement with GMMB for a City-wide panhandling education campaign

  2. What We Know • Santa Monica residents define homelessness as a serious problem • Santa Monica is an attractive place to be homeless • Chronic homelessness can be solved • Homelessness knows no boundaries: Santa Monica can’t go at it alone

Guiding Principles: A Paradigm Shift • Measure success through reduction in street homelessness • Define Santa Monica’s “fair share” • Focus on priority populations • Match resources and needs • Work in interdisciplinary teams • Shift and expand resources • Increase permanent housing options • Conduct data-driven evaluation of effectiveness • Engage and involve the public

  4. Achievable Results • House 110 Most Vulnerable • Secure LA County support • Increase Permanent Supportive Housing • Refocus SAMOSHEL program • Link mental health & outreach with HLP Team • Participate in national “Hospital to Home” pilot • Launch panhandling education campaign
