  2. Objective • Provide an update on Employment Ontario (EO) Transformation - specifically implementation of Employment Services (ES) for Persons with Disabilities (PWD). • Obtain feedback from SDAG members.

  3. What we’ve been doing • Established an internal Employment and Training Division committee to discuss and review the needs of PWD. Includes representation from all four regions and other members of TCU with history serving the needs of PWD. • Consulting stakeholders and gathering input regarding the transformation. • Engaging with other Ministries to identify programs that are in place to assist PWD and potential gaps that may exist. • Review and analysis of data related to services delivered to PWD.

  4. What we know There are no statistics available that provide a break down of the Ontario disability population by community or city. Ontario Change 2001- Ontario Disabled Population = 1,514,380 2006- Ontario Disabled Population = 1,853,570 An increase of 339,190 persons or 22.40% in 5 years. 2006 Ontario Disability Demographic Breakdown Age Under 15 = 82,820 Age Over 15 = 1,770,750 (of note 953,310 of these individuals are aged 25-64) (source: Statistics Canada)

  6. What we’ve heard so far • PWD require support and supports beyond job placement (pre-employment activity is not part of the ES model) • It takes longer and costs more to provide employment services to PWD (the current ODSP model does not reflect the actual cost of delivering service). • There is a gap in services between MTCU and MCSS. • Access to ES for PWD will be impacted (example: interpreter services requirements). • That all ES agencies currently providing employment services may not understand the special needs related to different types of disabilities • There is a difference in thought about whether PWD are served better through integration (with supports) or dedicated service.

  7. What are the givens? • Access to Employment Services for Persons with Disabilities is important to the Ministry. • The Ministry is committed to taking extra time to ensure appropriate analysis and consultation. • We want to build on the strengths of the networks.

  8. There should be a balance between local flexibility and overall consistency. • There are different variables to be considered; examples include: accommodation requirements of disability types, available resources in various cities and towns, populations/demographics, transportation, historical EO data. • The Ministry wants to ensure that the new Employment Service model which is to be fully realized by June 2010 provides the range of services and accommodations needed by all Ontarians including Persons with Disabilities.
