  4. The Framework Concept: Minn. R. 7035.2836 Compost Facilities

  5. Ideas • Source Separated Organic Material (SSOM) must be source separated at the generator, not pulled from Mixed Municipal Solid Waste (MMSW) at a transfer station • Goal is not to develop overly prescriptive standards, but outcome based ones where possible • Portions of Demonstration Agreement (Buburl is most current version) will be used for rule • Guidance documents on some of the details (technical standards)

Ideas • Stringency of requirements might need to reflect how broadly the materials are that a facility can accept: • If take everything in statute, need to be more protective • If just yard waste and food waste, then can be less protective • Stormwater management requirements are carried forward from existing rules • Industrial Stormwater permit required only if a discharge occurs, not if manage on site • If purchasing feedstock materials, will trigger permitting requirement

Ideas • Currently, there is no standard requirement for Financial Assurance (FA), MPCA wants to reserve right to require FA based on site circumstances • Will continue with 503 standards • Not intended that animal manure will be part of feedstock • College backyard compost sites (Program Management Decision) • Have been taking animal waste

Scope • Modify scope to indicate owner or operator of a facility used to compost SSOM( ________________) must comply with the new rule track. • Feedstocks • Untreated woods can be used as a carbon source • No demolition debris (sheet rock, insulation, etc.) • What about manufactured wood?

  11. Subp. 8. Design Requirements • Pad • Impermeable pad required only under certain circumstances • All weather work surface required (accessible for all seasons for turning)

  12. Subp. 8. Design Requirements • Pad • Soil infiltration necessary and verified every 5?-10? years with soil boring • Curing pad (may not)/(will not) need impermeable surface (in reference to using soil as a form of leachate management)
