  1. Presentation Potential Project Outlines Port of Genova Wiesbaden, July 2004

  2. Operation Infrastructure Contents Port Logistics Port Railway Hinterland Connection Terminal Layout TrainCheck Scheduling Software TerminalCheck Location Planning Benchmarking Cargo Handling Warehousing

  3. Infrastructure Port Railway - Background • Change in the structure of goods from bulk commodities to container logistics • The rail transport of goods is still of greatimportance for the connection to the hinterland- it has the power to move mass amounts of goods- thereby enhancing the competitiveness of the ports- efficient utilization of the quay areas • The rail infrastructure must be adapted to the needsof container logistics- change of requirements- large growth in container handling- prevention of extensive expansion measures • Access to the quayside railway infrastructure- questions of management- provide access for private railway enterprises- judicial frame through EU-directive Example: Ports of Bremen

  4. Infrastructure 1 1 1 1 Status Quo behalten Keep the status quo 2 2 2 2 Ausschreibung der Tender the shunting operations Rangierarbeiten 3 3 3 3 Opening to several RC‘s Öffnung für mehrere EVU 4 4 4 4 Offer shunting operations yourself Rangieren selbst anbieten Port Railways - Judicial Background EU-directives • demand non-discriminatory access to the railway track in the ports • is momentarily being transcribed in national law (3rd novel of the AEG) • The actual design is not regulated, thus offering various models:

  5. Infrastructure Potential Aims for the Ports of Stockholm • To adapt the substructures and the rail transport flow in the Ports of Stockholm to the demands of the market. • To obtain an improved transparency of costs in the seaport-hinterland rail transport chain. • To create a strategic alignment of the responsibility of the infrastructure, which is made available for the rail transport of goods. • To capture the rationalization potential in rail operations, a potential originating from the shift from the classic shunting services to shuttlelike rail operations for container traffic. • To develop a cost and performance oriented pricing system for the utilization of the Port’s own railway infrastructure. • To develop an efficient starting base for the rail connections of the Stockholm Ports and thus the improvement of the competitive positioning of the Stockholm Ports

  6. Infrastructure Hinterland Connection Example: Niedersachsen-Kombi-Express Load units per Working Day

  7. Infrastructure Possible Connection to Schleswig - Holstein and Denmark Hinterland Connection Example: Niedersachsen-Kombi-Express

  8. Infrastructure Hinterland Connection – Possible Project Contents • Analysis of Potential • Infrastructure / Location • Technical Layout • Planning And Optimization • Co-operation • Optimal Management of the Connections • Integration with Logistical Process Chains • Technology • Which Railway Technology is available? • Technical Equipment • Profitability • Operator Models • Tools

  9. Infrastructure Terminal Layout Example: Port of Novorossisk Rail-Track Radius of 350 meters Railway Park On Port 12 Rail Tracks Unused Storage Capacity

  10. Infrastructure Terminal Layout Example: Port of Bonn • Container Movement Area • Turn-over Track • Crane Area Empty container storage • Movement Area for Trucks Verwaltung Am Zehnhoff • Paper Works • Ship Allocation • Empty Container Storage • ca. 9.000 m² • Problem AreaCross-over Traffic • Container Storage • ca. 3.500 m² + 800 m²

  12. Infrastructure Terminal Layout – Analysis of Status Quo Example: Port of Hamburg

  13. Infrastructure Terminal Layout Example: Infraserv, Trimodal Terminal

  14. Operation TrainCheck • A TransCare Product to Calculate Railway Traffic Costs • Costs per Train • Costs per Kilometer • Costs per Ton • Costs per Container/TEU • Contains Data Pool for Locomotives andRailcars at Market Prices • Continuously updated Data-Base

  15. Operation Scheduling Software • Identification of Available Tracks • Automatically Riding-Time Calculation by Using Real Operational Conditions (Basis: Infrastructure Data, Tractive Units, Railcars) • Performance Evaluation of Rail Tracks and Evaluation of Practical Implementation of Different Operational Scenarios • Foresighted Identification of Local/Regional Railway Infrastructure Capacity Bottlenecks

  16. Operation TerminalCheck • A TransCare Product to Calculate Investments and Operational Costs for Rail/Road/Ship Terminals • Contains a Data Pool of Different Handling Equipments and Benchmarks • Cost Calculation: • Area Costs • Railway Tracks • Artificial Buildings • Handling Equipment (e.g. Cranes) • Operational Costs • Investments • Annual Costs per Lift

  17. Port Logistics Important Issues • Optimized Cargo Handling at Ship and Hinterland Connection • Efficient processes to ensure port attractiveness • Benchmarking of the Port’s Cargo Handling Capabilities • Logistical Strengths and Weaknesses • Costs, Warehouse situation, Commissioning, etc • Location Planning • Analysis of transport flows • Analysis of warehouse capacities • Infrastructure Connection Planning • Road and rail • Domestic and sea ports • Airports • Warehouse Logistics Organisation • IT in the Terminal • Container Technology • Empty Container Storage Equipment Purchases • Applied Technology Benchmarking • Choice of Railway Companies • Railway Operation Processes
