  2. STRUCTURE OF SOPEP SHOULD BE BASED ON: IMO Resolution MEPC 54(32) adopted on 6-3-92 called “Guidelines for the development of the Shipboard Oil Pollution Emergency Plans”

  3. When should SOPEP be activated • MARPOL 73/78 Article 8 & Protocol I require that the nearest coastal state should be notified of actual or probable discharges of oil into the sea

  4. What is regarded as an oil spill • Any oil spill regardless of size • Discharge of oil as a result of damage • Intentional discharge for the purpose of securing the safety of ship and crew • Operational discharge • Discharge harmfull substances in packaged form

  5. PROBABLE DISCHARGE • Aground • Collision • Explosion • Serious breakdown of equipment which is a danger to the safe navigation of the ship

  6. HOW & WHOM TO REPORT According IMO Resolution A.648(16) “Guidelines for reporting incidents involving dangerous goods, harmfull substances and/or marine pollutants” • Nearest coastal state / port authority • Ship interest

  7. FLEET CRISIS MANAGEMENT TEAM (1) • Assist master & crew • Contact P&I Club • Contact H&M underwriters • Contact solicitors • Keep media informed • Keep higher company management informed

  8. FLEET CRISIS MANAGEMENT TEAM (2) • Contact salvage services • Contact local authorities • Contact classification • Contact other relevant parties

  9. TYPES OF OIL SPILLS • Operational oil spills - Bunkering/Transfer pipeline leakage - Bunkering/Transfer tank overflow • Spills resulting from casulaties - Grounding - Fire/Explosion - Collision etc.

  10. RESPONSE TO OPERATIONAL OIL SPILL Follow tiered response • Minimise outflow of oil • Sound Alarm to activate OPP-Team • Decide if initial report has to be made • Use checklist as guidance to response • Take care of environmental disposal • Check-up & Evaluation

  11. RESPONSE TO OIL SPILL AS RESULT OF CASUALTY Follow tiered response • Acertain safety of crew & ship • Make initial report • Try to minimise outflow of oil • Line up OPP-Team • Use checklist as guide to response

  12. DEALING WITH THE MEDIA • One dedicated person to talk with the media • Protect crew members from the media • Tell the truth, do not hide things • Keep control on interviews (planning)

  13. SAMPLING • Be present during sampling • Check sample bottles (clean/sealed) • Retain one sample of each location

  14. RECORD KEEPING • Record all activities of own crew and outside personel • Make photo’s • Make video’s

  15. TRAINING & DRILLS • Training of awareness • Training of contingency plan • Regular drills followed by evaluation • Plan drills in which also FCMT is involved • Maintain oil spill response equipment
