  4. TTX OBJECTIVES AND BACKGROUND – Cont. Tabletop Exercise is a joint planning effort • Planning focused on Pandemic event in the Mid-West region • Planning focuses on the initial 3-6 months (response & recovery planning phases) • Transition to a ‘unified’ coordination system • Incident Command System (ICS) • Long-term goal, the plan will become a template that can be used by any member of the MidAmericaContingency Planning Forum (MCPF). PLANNING CONSIDERATIONS Identify key steps in the development of a Pandemic Incident Action Plan (IAP) • Learn the environment • What infrastructure is where, what does it do and what is it connected to? • What happens if one system fails, and does that failure effect another critical system? • What is needed to support Business Continuity Planning efforts? • Employees require internet, phone, shared drive access… • How can one organization assist with mutual aid to another? PLANNING CONSIDERATIONS Identify key steps in the development of a Pandemic Incident Action Plan (IAP) • Learn the environment • Understand the effects • Every emergency/crisis plan depends on the availability of other systems or components • Response assets and systems are interdependent as well • Cascading impacts of a pandemic event will include a broad area • Impact could potentially affect St. Louis City and County • Communications and transportation may be impacted • Be aware of secondary effects • Impacts of the event will initially impede the ability to conduct a normal business functions for all organizations MCPF - CONPLAN 8888 TTX

PLANNING CONSIDERATIONS Identify key steps in the development of a Pandemic Incident Action Plan (IAP) • Learn the environment • Understand the effects • Do the analysis • Pay attention to impacts occurring to other organizations • Determine response capabilities and response times • Determine how long response time will be, if possible • Determine if there are public/private health and safety assets that deal with these types of situations MCPF - CONPLAN 8888 TTX

PLANNING CONSIDERATIONS Identify key steps in the development of the Pandemic Incident Action Plan (IAP) • Learn the environment • Understand the effects • Do the analysis • Watch the clock • Determine tasks to be performed in priority order • Determine which sub-tasks are dependent on other tasks • Initial task that must be completed prior to the start of the secondary task • Task that requires resources that are not available Don’t build a schedule that you can’t keep!   13. SECTION 1: EXERCISE OVERVIEW CONPLAN 8888 Tabletop Exercise (TTX) Exercise Name October 20, 2016 (Thursday) Exercise Date Scope This exercise will be a guided discussion. This discussion is broken down into three breakout sessions. • Breakout 1 is the Road to Crisis. • Breakouts 2 and 3 illustrate the evolution of the pandemic incident. MCPF - CONPLAN 8888 TTX

SECTION 2: GENERAL INFORMATION Core Capabilities • Capabilities-based planning focuses on planning under uncertainty since the next danger or disaster can never be forecast with complete accuracy • All-hazards approach to planning and preparation • Capabilities listed below provide the foundation for development of the exercise objectives and scenario Exercise Objectives • Exercise objectives are focused on improving understanding of a response concept, identifying opportunities or problems, and/or achieving a change in attitude • Validate staff understands their roles • Staff understands how the presence of a Pandemic-event changes the way we should holistically approach these incidents • Review staff actions when a Pandemic occurs. Determine appropriate courses of action based upon the scenario and determine if existing policies and procedures are in place • Ensure that Law Enforcement and other support agencies can support the policies and procedures that are adopted by MCPF • Review how you will make notifications to employees, vendors, and guests for your organization during these types of incidents MCPF - CONPLAN 8888 TTX

SECTION 2: GENERAL INFORMATION Background • We continue to learn lessons from pandemic events, and organizations should strive to ensure that an active exercise program is in place to ensure that prepares for these types of events. Purpose • The purpose of this exercise is to provide members of the MCPF an opportunity to review and discuss existing policies and procedures related to Pandemics. This exercise will enhance members of the MCPF preparedness, readiness, and resiliency by testing our ability to comprehend effective response and recovery efforts needed during a Pandemic scenario. Furthermore, it will test MCPFs ability for external and internal crisis communications with both the public and private sectors. MCPF - CONPLAN 8888 TTX

  18. SECTION 2: GENERAL INFORMATION Assumptions and Artificialities • In any exercise, a number of assumptions and artificialities may be necessary to complete play in the time allotted. During this exercise, the following apply: • The scenario is plausible and events occur as they are presented • There is no “hidden agenda”, nor any trick questions • This exercise is not intended to address investigation or motivation of the aggressive person. Because of this, specifics and details relating to their motivation have been omitted • All participants receive information at the same time After Action Review (AAR) • Following the completion of the exercise, the exercise facilitator(s) will conduct an After Action Review (AAR) to allow participants to provide their own insights about the issues, discussions and decisions made throughoutthe exercise MCPF - CONPLAN 8888 TTX

  21. SCENARIO ANALYSIS Scenario Introduction Late August 2016 There have been reports of a severe zombie-like illness that has caused a number of deaths in several countries in Asia. There have also been suspected cases of human-to-human transmission. The World Health Organization (WHO) and the U.S. Centers for Disease Control (CDC) have sent teams to investigate. The national and international press is giving the story wide coverage. • Covers emerging pandemic with implications that a viral disease is spreading from what appears to be domesticated animals to humans. • Virus appears to infect the central nervous system, ultimately causing disease in the brain and death. Early symptoms include fever, headache, and general weakness or discomfort. As the disease progresses, more specific symptoms appear and may include insomnia, anxiety, confusion, slight or partial paralysis, excitation, hallucination, agitation, and hyper-salivation. BREAKOUT DISCUSSION #1 • MCPF sends message to members to convene at 1000am (CST), as a result of St. Louis County Emergency Operation Center (EOC) notice to activate. • MCPF board members decide implications are severe enough to activate the BEOC, based upon information presented by local and state officials. • What are the next steps that MCPF, BEOC, EOC members take (i.e. response plans)? • Initiate BEOC response planning effort to determine and prioritize organizational needs. • What other plans, if any, would be activated (i.e. local, state, federal)? • Are there any other actions you would take or would not take at this point? Scenario Evolution Response Planning Information • Public Health/Safety and Department of Homeland Security (DHS) attempts to mitigate and gain control of pandemic, but are unsuccessful. • Employees pay disruptions • Organizations customer contact centers are receiving significant call volumes • Employees openly vent on their social media accounts… No one wants to go to work and are worried their organization will be forced to temporarily limit and/or close operations. • Local media is reporting on the Pandemic and speculating… What we see… What’s really there… MCPF - CONPLAN 8888 TTX

  25. Scenario Evolution – Cont. At this point, October 20, 2016 (1200 CST): • The stock market is showing a sharp decline. • Social media outlets are now trending with information connected to this event. • Sanitation precautions are required • Some organizations are preparing to activate their Closed Points of Dispensing (PODs), while others will rely on Open PODs to receive potential medication(s). • Any utility failure now carries an increased response time. What shortages are we experiencing? • What are our priority action items for consideration at this point in the incident? • How will DHS, FEMA, FBI, or other relevant agencies/law enforcement services be contactedin the event of secondary impacts (i.e. cyber-attack, civil unrest, security support, etc.)?   31. POST SCENARIO CDC and WHO, along with local/state/federal health and safety partners have contained the spread of infection, as of December 2016. Employees are again able to operate normally, without restrictions. MCPF/BEOC continues to monitor, correct, and coordinate information requests. Biggest obstacle now…? MCPF - CONPLAN 8888 TTX

BREAKOUT DISCUSSION #3 • What would be considered MCPF, BEOC, EOC priorities at this point? • Does your organization have a Business Continuity Plan (BCP), or similar plan that it is ready to implement when a pandemic type event occurs? • Do we have the resources to provide immediate pandemic protective services and identify protection to employees (and their families), customers, vendors, etc., effected by the pandemic if needed? If not, how are those services obtained for such a large scale of people on short notice? • Once pandemic ends, what plans and resources are available to address the psychological impacts of such a catastrophic event?
