  3. ENOVATE Project ENOVATEis a DOL impact study program designed to provide Workforce Investment Act (WIA) eligible adults and dislocated job seekers (ages 18 years plus), particularly Veterans, with entrepreneurship training and technical assistance to start their own business.

  5. ENOVATE Being ENOVATE Ready Means: Time Commitment - 24/7 Having a Business Idea/Location/Customer in Mind Knowing Your Risks Having Support (Including Financial) Access to Transportation/Child Care No Excuses

  6. ENOVATE A Successful Entrepreneur is: Comfortable with Taking Risks Independent Persuasive Able to Negotiate Creative Support System

Eligibility GENERAL • To qualify as a WIA eligible adult or dislocated job seeker. • All participants must be: • 18 years of age or older (adults); • Authorized to work legally in the United States, and; • Able to meet Military Selective Service registration requirements (males born after January 1, 1960). Note: Priority is given to low-income individuals, recipients of public assistance and military veterans with limited skills and/or serious employment barriers. Eligibility ADULT Eligibility for Low-Income Adult Applicants: • Receives, or is a member of a family that receives TANF and/or has been determined eligible for food stamps within the last six months OR • Receives an income or is a member of a family that receives a total family income that does not exceed 70% of the Lower Living Standard Income Level (LLSIL)

Eligibility DISLOCATED JOB SEEKER • Eligibility for Dislocated Job Seeker Applicants: • Terminated, laid off, or received a notice of layoff from employment, AND unlikely to return to previous industry or occupation; AND either • A. Eligible for or has exhausted entitlement to unemployment compensation; • OR • B. Not eligible for unemployment compensation, but can show attachment to the workforce.

  10. Applicants are required to provide validation of eligibility. The following documents/items will need to be shown to the case manager: Social Security Card Driver’s License Proof of US Citizenship or Legal Authority to Work in the United States Other Eligibility Documentation as Needed Documentation for Low-Income Adult Applicants Last 6 Months of Income (pay stubs, etc.) to Include Other Family Members Who are Working AND Family size verification OR TANF or Food Stamp Verification Documentation for Dislocated Job Seeker Applicants Receipt of Unemployment Insurance Compensation (VEC Monetary Determination Eligibility) AND Separation Letter from Employer Eligibility DOCUMENTS

The following forms must be completed to apply for ENOVATE: ENOVATE Application Provides an overview of current status and verifies understanding of ENOVATE services and study program consent Consent to Exchange Information Allows the exchange of information with various service providers, including the Virginia Employment Commission, training providers, and partnering agencies Equal Employment Opportunities (EEO) Acknowledges understanding of the laws prohibiting discrimination Confidentiality Agreement Participants information will be kept in a manner that ensures it will not be accessible to anyone without authorized access.   12. Selection PROCESS Even if it is determined that you are eligible to apply for this program, acceptance into the program is not guaranteed. A random selection process will determine which applicants, among those eligible, will be selected to receive ENOVATEprogram services.

  13. IMPAQ STUDY • Random Assignment Evaluation: • Measures the impact of ENOVATE on participants’ labor market and self-employment outcomes • Tests the viability of providing ENOVATE services to underemployed individuals

Participation in the study is voluntary In order to participate in the program, individuals must consent to be in the study Participants cannot choose their group (random selection) Participant information will be collected at key time points (during in-take, 18 months after random assignment, and 1 year after program completion) All information will be kept private IMPAQ STUDY

  16. Services ENOVATE • One-on-one business assessment • A professional counselor will assess your business skills and related experience. From there, a variety of services will be identified and offered free of charge to help you move from an idea to a full-fledged business plan. • Formal classroom training • Business training provided on topics such as marketing, sales, budgeting, and federal procurement. These classes will serve as the basis for successful implementation of your personal business plan. • Individual business counseling • Your assigned business counselor will provide you with helpful business start-up advice at individual counseling sessions. • Assistance in applying for business loans • Application assistance will be available if you are interested in applying for a business loan and/or other financial tools.
