  1. Parliamentary Procedure Five Basic Principles of Parliamentary Procedure • Only one subject may claim the attention of the assembly at one time. • Each proposition presented for consideration is entitled to full and free debate. • Every member has rights equal to every other member. • The will of the majority must be carried out and the rights of the minority must be preserved. • The personality and desires of each member should be merged into the larger unit of the organization.

  2. Making a Motion BASICS: • A member addresses the presiding officer for recognition, once the member is recognized, The member will propose a motion. • Another member must second the motion. • The presiding officer states the motion to the assembly. • At this point discussion on the Motion is Held. • Only one person at a time may speak and must first be recognized by the presiding officer. • The presiding officer takes the vote on the motion. Voting can be done by voice, show of hands or balloting. • The presiding officer announces the result of the vote. • The floor is now open and another motion can be proposed.

  3. Amending a Motion – Basic’s • The purpose is to modify a motion that has already been presented in such a manner that it will be more satisfactory to the members. • Reasons for amending: • Adding something to the motion. • Subtracting from a motion. • Substitute/Change a part of the motion. • Change the Amount to be awarded • Simple Rules: • The amendment may not be used to adversely change the purpose of the original motion. • It must be relevant to the spirit of the original motion. • Voting on the Amendment • Must take place first • If the amendment is approved, Then the amended motion is the LIVE version on the floor • If the amendment is defeated, then the original Motion is LIVE on the floor • The LIVE Motion is now voted upon by the GSA • Following the rules from the previous slide.

  4. Example Motion • Raise my hand, and I am recognized! • I would like make a motion, that the GSA meets every Friday Night for the Fall and Spring Semesters. • Someone Seconds! • After a brief Discussion, another member makes an amendment to my motion • I would like to amend the motion to read the First Friday of the Month, except January. • Someone seconds • Any discussion…hears none • The GSA Votes…in Favor of the amended motion. • The President now reads the amended motion to the group: • GSA Coordinators make a motion that the GSA meets on the First Friday of the Month, except for January, for the Fall and Spring Semesters. • Someone seconds! • Any Discussion? Hearing none • A Voice Vote will be taken…All in Favor.
