  3. Our vision: • “Suffolk wants to be an exemplar in tackling climate change and protecting and enhancing its natural … environment …to be the county with the greatest reduction in carbon emissions” (Transforming Suffolk, the Sustainable Community Strategy 2008-2028).

  4. The Plan outlines: • the strategic goals we believe will deliver this vision; • the programmes of work required to deliver these goals; • the actions and projects identified through our engagement exercises to date which we’re committed to implement over the next two years; • the additional projects we need to develop in the next two years to complete the programmes and; • case studies of initiatives which characterise the breadth of work Suffolk organisations and businesses are involved with in support of this agenda.

  9. Priority programme 1: Domestic Energy Efficiency • 200kt by 2020 • Core priority for Partnership members • Cost-effective • Local economy / employment / skills / alleviating fuel poverty • Focus ahead of Green Deal and in preparation

  10. Key Actions • Develop a strategy to maximise the impact of the Green Deal & ECO for Suffolk • Raise awareness of the benefits of improving thermal efficiency of homes, signposting to financial support on offer until autumn 2012, including the Renewable Heat Incentive. • As Local Planning Authorities review their Local Plans to align with the new National Planning Policy Framework, ensure that there are clear, effective and ambitious policies supporting sustainable design and construction.

Priority programme 2: Business resource efficiency • 300kt by 2020 • Continue to focus on SMEs • Maintain and develop existing resource efficiency services for Suffolk businesses • Also work with larger businesses to promote resource efficiency within supply chains • Foster long-term competitive resilience in Suffolk businesses

  12. Priority programme 3: onshore renewable & low carbon energy • 2009 UK Renewable Energy Directive: 15% renewable energy by 2020 • East of England 2.3% currently • Big challenge and opportunity for Suffolk: investment benefits through FiTs and RHI

Key Actions • Support and promote Community Renewable Energy projects across the county. • Seek to maximise renewable energy generation on the public sector estate. • Support Local Planning Authority officers to develop appropriate and consistent policy on renewable energy applications through Shared Sustainable Energy Planner resource. • Promote a Suffolk-wide wood fuel supply network.

In summary • SCAP to be sent out for stakeholder signoff early Feb / publication April 2012 • Request CtGC Board endorsement of 3 key priorities: • Domestic energy efficiency • Business resource efficiency • Onshore renewable energy generation • Political lobbying / promote through own networks
