  1. Pennsylvania Safe Schools/Healthy Students Partnership Decreasing bullying, youth violence and criminal behavior as well as promoting healthy development, social and emotional learning, and academic achievement of children and youth in schools and communities throughout Pennsylvania.

  2. PURPOSE The Purpose of the Pennsylvania Safe Schools/Healthy Students Partnership is to develop exemplary safe and supportive schools and communities in 3 local LEAs, and ultimately throughout Pennsylvania.

  3. The Goals of the PA SS/HS Partnership include: • Creating state and local LEA/community leadership teams; • Establishing evidence based promotion, prevention, and interventions; • Enabling schools to become the model for broad based support of youth in partnering with parents, faith communities, human services, law enforcement and community agencies • Utilizing data in all aspects of decision-making at state and local levels • Establishing a longitudinal plan to sustain the SS/HS approach in the 3 LEAs and to expand the approach to school districts throughout Pennsylvania.

  4. The Formula: System of Care + Positive Behavioral Interventions and Supports = Safe Schools/Healthy Students

  5. Synergy • Systems of Care bring county child serving systems together with community resources to address the needs of youth with significant challenges; • PBIS creates a school and community environment that supports universal promotion and prevention, along with early intervention for all students, as well as targeted interventions for specific youth.

  6. Merging Systems of Care and PBIS • These two initiatives present the ideal environment for bringing together independent school systems and county-based child and youth serving systems. • The synergy created through the integration of PBIS and Systems of Care will accelerate the development of safe and supportive schools and communities in the 3 LEAs and ultimately throughout Pennsylvania.

  7. The objectives of the Pennsylvania Safe Schools/Healthy Students Partnership • Promoting Early Childhood Social and Emotional Learning and Development • Promoting Mental, Emotional, and Behavioral Health • Connecting Family, Schools, and Communities • Preventing Behavioral Health Problems, (including Substance Use) • Creating Safe and Violence-Free Schools

  8. SS/HS Partnership Leadership • The SS/HS Partnership will build on the concept of partnership between youth, families, service systems, and local communities that has been growing dramatically under the System of Care initiative. • It will incorporate the System of Care State Leadership Team in the creation of the State Management Team (SMT) for the Safe Schools-Healthy Student Initiative. • Key representatives from the early child system, regular education, and juvenile, along with an equal number of youth and family representatives will be added.

  9. Role of the State Management Team • The SMT will work closely with each of the local Core Management Teams to ensure agency-school collaboration. • It will refine how the District teams work with community partners to share responsibility for data collection, data analysis, implementation of programs that address promotion, prevention, and intervention, and monitoring student outcomes. • The SMT will provide direct training and technical assistance to the local Core Management Teams on school-community collaborationsand other supports needed to assure success. • The State Management Team, in partnership with the three LEAs and respective local communities, will develop and implement a Comprehensive Plan for the local LEAs and the State.
