  1. Staff Evaluation Data Reporting September 30, 2014

  2. Background APPR Implementation Certification Form • signed by superintendent/DS and school board president by August 30, 2013 • assured that “all data will be submitted to the Commissioner by August 27, 2013 to the extent practicable and no later than October 18, 2013” • assured that submitted data would be a “complete and accurate representation of the information requested and includes the State Growth subcomponent, locally selected subcomponent, Other Comparable measures subcomponent, and final composite rating for all teachers and principals employed by the district or BOCES, for the 2012-13 school year”

  3. Timeline October 18, 2013 Final Submission of 2012-13 Staff Evaluation Data • evaluation composite ratings; • composite scores; and • subcomponent scores. October 25, 2013 Certification of Staff Evaluation Data • signed by certifying official • verifies that the data provided for review in the Staff Evaluation Rating Verification Report(s) generated by L2RPT are complete and accurate • Incomplete data will need to be identified for each teacher

  4. Certification Form For an educator who was subject to evaluation under Education 3012-c but for whom there are no staff evaluation data: • Educator’s Teach ID • Name of the Educator • Select “No Staff Evaluation Data Reported” from drop-down options

  5. Various Scenarios in District Data Submission These slides walk through 6 possible scenarios, but please note there are others variations that may be possible.

  6. Scenario #1 Teacher/Principal has all 3 subcomponents complete/accurate as per the district/BOCES’ approved APPR plan. (i.e., all procedures described for growth, local, and other measures have been followed through and completed as per the district’s approved APPR plan) Action= district/BOCES reports all subcomponents, composite, and overall rating in SIRS template *zeros only used if actually earned

  7. Scenario #2 Teacher/Principal is missing 1 or 2 subcomponents. (e.g., educator was out on maternity leave and did not have required # of observations so “Other measures of effectiveness” subcomponent score and Rating and Composite score and Rating should not be reported) Action = district reports the subcomponents that are complete/accurate but does not report a composite or overall rating in SIRS template *zeros only used if actually earned

  8. Scenario #3 Teacher/Principal was subject to evaluation under Education Law 3012-c but does not have any subcomponent scores. (i.e. SLOs were not implemented, local assessments not administered, and only 1 observation was conducted) Action = district must report Teach ID, educator name and indicate no available data on the “2012-13 Statement of Confirmation of Staff Evaluation Rating Certification Report form”

  9. Scenario #4 – N/A for BOCES Teacher has complete evaluation data to be reported but the state-provided growth score was modified. (i.e. the score represented less than 50% of the students they were responsible for and was therefore used in a calculation with SLOs) Action = district reports all subcomponents, composite and rating reflecting this modification on template AND indicates this person on the “2012-13 Statement of Confirmation of Staff Evaluation Rating Certification Report form” *zeros only used if actually earned

  10. Scenario #5 – N/A for BOCES Teacher/Principal has all subcomponent data available to report. The state-provided growth score had been modified as a result of an appeals process that was finalized prior to Oct. 18th Action = district reports all subcomponent, composite, overall rating on template AND indicates this person on the “2012-13 Statement of Confirmation of Staff Evaluation Rating Certification Report form” *zeros only used if actually earned

Scenario #6 Teacher/Principal has all subcomponent data available to report, however, they are involved in an appeals process that has not been finalized as of Oct 18th Action = district reports all subcomponent, composite and overall rating as they stand on Oct 18th. If a change to one or more of these data are made after Oct 18th district will correct through historical processes. *zeros only used if actually earned

General Reminders Before submitting data… • Does it include all educators employed in 2012-13 covered under 3012-c? • Did you report the score and rating category for Other and Composite? • Does the overall composite score and rating category match? (e.g., 100 = HE not E) • A zero has only been used when the score is truly a zero and NOT to represent no score, which should be left as a blank field • If any subcomponent is blank then there cannot be a composite score or rating provided

Consequences for Not Submitting Data If the final data are not submitted by October 18 • District may not be eligible to receive an increase in State Aid for 2013-14 school year • Districts, BOCES, or charter schools who do not submit their data and who receive, or are applying for, certain grants that require demonstration of full implementation of APPR will be unable to meet the requirements of their grants and risk loss of funding
