AVIATION SECURITY • Finalizing the extension process of a USINL Grant that will allow us to host a Passenger Interdiction Course in Barbados. • Expecting to receive funds ($250,000 USD) from the U.S. State Department Secretariat for Counterterrorism (S/CT) to execute the following courses: • Regional Workshop in Insider Threats in Trinidad and Tobago, • Sub regional Course in Access Control Techniques in St. Lucia • National Course in Access Control Techniques in Guyana • National Training Course in Cargo Security in Dominica • National Training Course in Cargo Security in Barbados III. Activities 2016: • National Passenger Interdiction Course in Barbados • Regional Workshop in Insider Threats in Trinidad and Tobago • Sub regional Access Control Technique Course in St. Lucia • National Access Control Technique Course in Guyana • National Training Course in Cargo Security in Dominica; Barbados

  4. MARITIME SECURITY • Developed national and sub-regional “best practices” workshops on key aspects of maritime security. Over the next year and a half, these will focus primarily on: • Maritime domain awareness and “Port State Control” (Caribbean States, South American States, Mexico, Guatemala, Barbados – all to be confirmed) • Information systems security in the maritime domain (Three sub-regional workshops – Caribbean, Central America, South America) • Maritime security drills and exercises (Guatemala, Honduras, Central America – all to be confirmed) II. Comprehensive training needs assessments and following on training in specific ports (over 2 years): • Mexico • Panama • Costa Rica • Belize

  5. CUSTOMS AND IMMIGRATIONS • Assessments and Trainings have been completed in Barbados. Guatemala’s training is pending, as well as both stages for Trinidad and Tobago and Belize. • Funds from Canada’s ACCBP are expected to be received in the upcoming weeks, in order to conduct Assessments as well as Train-the-Trainer Trainings on container control and cargo vessel security in: • Mexico, • Honduras, • Peru, • Trinidad and Tobago, • Colombia, • Costa Rica, • Chile • TheDominicanRepublic

  6. DOCUMENT SECURITY AND FRAUD PREVENTION • The following events will take place in 2016 • Preparatory Mission and Action Plan in Border Controls and Irregular Migration. Guatemala City, Guatemala. • Participantsfrom: Mexico, Guatemala, Honduras & El Salvador • International Technical Cooperation Missions: • Chiapas, Mexico - San Marcos, Guatemala (SouthernBorderMexico) • Tabasco, Mexico - Peten, Guatemala (SouthernBorderMexico) • Quintana Roo, Mexico - Corozal, Belize(Southern Border Mexico) • Bi-National Workshop on Border Controls and Irregular Migration. (Chiapas, Mexico - San Marcos, Guatemala) in Tapachula, Chiapas

UN SECURITY COUNCIL RESOLUTION 1540 IMPLEMENTATION • CICTE is working with Mexico, Panama and Colombia and very soon will begin the cooperation with Chile, Guatemala, Costa Rica, Peru, Paraguay, Uruguay and Ecuador to achieve the implementation of the UNSCR 1540 (2004) in these countries during 2015 - 2017 • A regional conference on the status of UNSCR 1540 implementation in The Americas will be held in Mexico City in 2016. • "Peer Review" activities between Mexico and United Stated and Colombia and Chile will also take place.

  8. SUPPLY CHAIN SECURITY • CICTE supports the emerging AEO programs in the hemisphere through the Supply Chain Security Program. We deliver three distinct modes of training to promote the growth of AEO programs in the region. II. Future Trainings and Assessments include • Assessment Mission in Panama • Technical Assistance Mission in Honduras • Regional Workshop in the Dominican Republic • Technical Assistance Mission in Panama • Technical Assistance Mission in Jamaica • Technical Assistance Mission in Peru • Technical Assistance Mission in Honduras • Technical Assistance Mission in Chile

LACTF • The forthcoming program activities include: • “Inter-regional Specialized Workshop on Illicit Finance, and Criminal and Terrorist Networks” • Location: Los Angeles, CA • Date: February/March • Results: Benefit approximately 12 medium to high-ranking officials from the OAS Caribbean Member States and the Pacific Islands • “Specialized Sub-regional Workshop to address Terrorist Financing and Money Laundering in Free Trade Zones” • Location: Chile • Date: April/June • Participants: approximately 30 officials from Chile (20), Peru (5) and Bolivia (5) • “Technical Assessment – Comparative Analysis of Typologies and Patterns of ML/TF in Three Free Trade Zones in Latin America”

TOURISM SECURITY • The new project has three parts: • Basic Training Courses on Tourism Security (13 destinations in Mexico, the Caribbean, and Central America) • Integrated Tourism Security Plans through the Establishment of Public & Private Partnerships • Year 1: Jamaica • Year 2: Costa Rica • Year 3: The Bahamas • Specialized Trainings on Risk Management and Crime Prevention in Tourism Destinations • Year 1: Antigua and Barbuda • Year 2: Dominican Republic • Year 3: Guatemala and Jamaica

TOURISM SECURITY (cont.) • Upcoming activities in 2016: • Stakeholder Preparatory Workshops and Basic Training Courses on Tourism Security in Barbados, Honduras, and Belize • Preparatory Needs Assessment and Integrated Tourism Security Plan developed through Public and Private Partnerships in Jamaica • Specialized Training Course on Crisis Management and Crime Prevention in Antigua and Barbuda

  14. SECURITY FOR MAJOR EVENTS I. The next phase of CICTE’s Major Events Security project will focus on: • Responding to requests for direct assistance to support security preparation and training for specific major events at the national level • Optimizing the IPO Americas Security Planning Model for web-based interaction • Enhancing inter-agency cooperation in prevention, response, and recovery strategies through the National Focal Point network • Building strong Public-Private-Partnerships to contribute to regional cooperation for the security for major events
