  2. Protecting EDI uniformity in the Israeli maritime trade community as part of the structural reform of the port system.

  3. Background • Israel Ports Development & Assets Company Ltd. (IPC) acts as Israel's port property landlord, managing the government's assets allocated for the handling of international maritime commerce. • The IPC commenced operations during February 2005 pursuant to the government's port reform legislation enacted during 2004. The legislation abolished the existing Israel Ports Authority and replaced it with four companies – • IPC - Israel Ports Development and Assets Company • Ashdod Port company • Haifa Port company • Eilat Port company

History • After reform legislation, As each party started to develop its own system, there was a danger of import/export procedures slipping into chaos. • This was the rationale for the creation of MAINSYS – the Israel Maritime Integrated System. • Legislative reform, technological advances and increasing security requirements have dictated the development of Electronic Data Interchange (EDI) messages. • MAINSYS was created as a cross-platform, cross-industry project to improve and secure the coordination among all the partners involved in sea trade, including the government.

  9. Main Goals • Improving Israel's competitiveness by creating efficient Import/Export procedures. • Decreasing the lead time in the supply chain management of the sea community. • Acting as a Single Window as defined by IMO and UN/CEFACT recommendations.

The Problem How to reach the best balance between: • The need to keep the portsindependent in order to create free competition that would improve service and efficiency • The need to maintain order through uniform standards, uniform working methods, uniform codes, and common interfaces for the ease and convenience of customers.

  11. The Solution Representatives of the maritime organizations are put together to create one structure, which is able to handle the various interests of these organizations.

  12. Organizational Structure • The organizational structure of MAINSYS consists of the following representatives: • Israel Tax authority • Administration of shipping and ports • IPC- Israel Ports Development and Assets Company • The ports companies: Haifa, Ashdod, Eilat • The Israeli Federation of International Freight Forwarders and Customs Clearing Agents (IFFCCA) • The Customers representative • Israel Ministry of Finance • Israel Ministry of Transport.

  13. Budget • MAINSYS budget for the next 4 years was approved under IPC’s budget. • MAINSYS services are provided to the clients without any charge, at least during the first year.

Existing Technology • One of the core elements of MAINSYS is the EDI message system. • The system includes a unique "Engine" that guides the files among the different entities. • All files are stored on an FTP server. • In order to make the files accessible for all the community members, A BizTalk server converts flat files to XML files, and vice versa.

  15. MAINSYS includes the following: • 20 Servers • 70 Message Types (active and in development), 45 Million Messages per year • 400 Active companies working with MAINSYS • 30 Working years invested in development and assimilation

  16. MAINSYS features and characteristics (1) • A strong use of the internet. • Full redundancy of critical systems for disaster recovery. • Use of advanced technologies such as Web Services. • IMO forms as the accepted standard.

MAINSYS features and characteristics (2) Advanced technology for high security: • Verification of user identity • Digital signature technology • Vault technology with Cyber-Ark tools, enables encrypting of the data on the server, simplifies the communication between the community members. • Secure networking, every organization has access only to its own data. • Archiving of information. • Reconstruction of corrupted files (DRP). • XML • Hosting • Implementing of Electronic signature.

  18. SWOT analysis Areas of Weakness • Partially conforms with EDIFACT formats. • Participation in the system is not mandatory. Areas of Strength • Wide range of customers. • Large range of services. • Very stable system. Possible Opportunities • Improvement of supply chain and sea cargo logistics. • Allow exporters and importers to interact directly through MAINSYS system. Possible Threats • Developing parallel software might create a chaotic system that is neither user friendly nor customer oriented.

SWOT Conclusion • MAINSYS is a strong, reliable and well-functioning system. • The main threat to the system would arise from chaotic development. • The non-mandatory principle could slow actual development. • Moving to new technology is essential. • That is the time to make the system conform to international standards. This could allow future international expansion as opportunities arise.

Summary • Computerized paperless processes are important for maintaining a high level of security as well as quick and efficient operations. • MAINSYS is not only a computerized system but a world of rules, entities, companies and computers working together to increase efficiency. • MAINSYS vision is to become a single window as well as widening the use of IMO forms.

  21. Recommendations • In cases where ports are privatized, form a unifying project similar to MAINSYS, allowing the development of uniform processes (such as IMO forms). • To focus on compliance with EDIFACT / EbXml international formats of data representation in order to be able to interact with international systems in the future, and to join the global village trend. • To use advanced web tools and utilities such as XML and Web Services. • Since use of MAIMSYS is voluntary, it has to maneuver among the parties and their different interests to create mutual benefits for all of them.Legislation will also be considered as a method.
