FISU Medical Commission ReportVisit to Shenzhen10/1/2010 – 16/4/2011 • Pre-Visit Planning - Dr. Rink visited with representatives from the LOC in Shenzhen in August 2009 - Reviewed FISU requirements for Games - FISU regulations on doping control presented • Visit Shenzhen: - 10/1/2010 – 12/1/2010 - 12/5/2010 – 16/5/2010 - 13/4/2011 – 16/4/2011

Medical Care Steering Committee Dr. JIANG Hanping, Head of Health Population and Family Planning who has 5 main deputies: • XIE Ruosi, Deputy Ombudsman, Director Medical care. • ZHANG Dan, Health, Population & Family Planning Commission of Shenzhen Municipality, Director Sanitation. • Dr. WANG Daping, Vice-president of the 2nd People’s Hospital of Shenzhen, Director Polyclinic. • Dr. ZHOU Fu, Health, Population & Family Planning Commission of Shenzhen Municipality, Director venue sites. • Dr. ZHANG Fulin. Head of Emergency medical care. The Steering group will take full charge and coordinate work of the medical care, sanitation control and emergency management.

  4. Command Center • Will be set up and operational 24 hours/day • 3 Major Divisions are created • medical care • public sanitation • emergency response

  5. POLYCLINIC in the Village • Open 24 hours – main hours: 8 am to 11 pm. • Divisions – orthopedics, sports medicine, internal medicine, gynecology, ENT, ophthalmology, dermatology, dental, physical therapy, pharmacy, laboratory, infectious disease, gastroenterology. • This building will have 3 floors and about 800m² each. • 1st: Registration/Emergency Room/Pharmacy/Radiology/X-ray • 2nd: Many divisions/departments • 3rd: Massage 30 beds, Physical Therapy, Overnight 10 Beds, Lounges. • Size will be about 2 times Polyclinic in Belgrade

  6. Pharmacy Open 24 hours/day Team Physicians may write prescriptions for formulary medicines ONLY. 3 days supply only.

  7. Venue Sites Medical Care • Director – Dr. ZHOU Fu, Health, Population & Family Planning Commission of Shenzhen Munic. • Each venue site (63) will have 2 medical stations; one for athletes and one for spectators • Personnel for athletes’ care • 1 ambulance driver; • 4 physicians; • 3 nurses; • 2 stretcher bearers. • Equipment: Emergency including defibrillator, suction and ambulance at each event • Venue sites will have bottled water, ice, box lunch delivery, telephone, ambulance • At least one medical team for official training sites during official times.

  8. Special Sites/Programs • Medical teams and ambulances will be present: - for opening and closing ceremonies. - in official and designated hotels (27) available 24 hours/day.

  9. Emergency Care • 120 (Telephone number in China) • Central Emergency Command Center is in place for the city and will be used for the Summer Universiade. It is very advanced and will have trained interpreters for English, French, Spanish and Russian. All emergency calls go to 120. They will then report to the Summer Universiade Command Center. • 60 new ambulances will be purchased by the municipality of Shenzhen for these games. At least one will be assigned to each venue site. One ambulance will be stationed at each of the seven official hotels. Ten ambulances will be stationed for the opening and closing ceremonies. • Disaster plans have been developed but for all natural disasters, for man made disasters including biological, radiation and infectious threats.

  10. Emergency Care • Emergency room open in Polyclinic 24 hours/day. • Video, GPS, G3 plus visual communication with each ambulance from Emergency Command Center. • 2 helicopters will be available for unusual injuries. • More than 100,000 citizens will have received first aid training and will train Universiade staff and volunteers in emergency response. • Emergency plans for major disasters and have been practiced 20 times

  11. Hospitals • 13 hospitals will be designated as official • 9 are fully equipped district hospitals • 2nd Peoples Hospital of Shenzhen • Main Hospital for athletes with injuries. 1,100 beds. All specialties are represented. FISU needs can be met here. Only hospital with heliport. • Peking University Hospital of Shenzhen VIP Hospital • Also a full service hospital • Infectious disease – 3rd People’s Hospital of Shenzhen • 3 hospitals were visited and more than adequate

  12. Hospitals • All hospitals will have a fast track for registration and admission. • Each venue will be assigned a hospital.

  13. MEDICAL INSURANCE • Each official delegate should have their own medical insurance. • The OC will provide for accredited persons the following medical services free from August 6th to 26th, 2011: 1. Ambulance service from any venue to a designated hospital 2. Treatment in a designated hospital 3. Emergency treatment in a designated hospital and during outpatient service 4. Medication during hospitalization in a designated hospital

  14. Team physicians • All team physicians: 1. must be registered before July 1, 2011, via the Shenzhen Universiade Team Doctors’ Registration Form on the website (shortly available). 2. Declare all medicines and medical equipment before June 1, 2011 via the registration form on the website. => www.sz2011.org 3. Can provide medical care and minor injury care to members of their own delegation. 4. Can provide care in the polyclinic including ordering laboratory tests and writing prescriptions

  15. Catering • 1 cafeteria available in Athletes’ Village • 5 major varieties of foods plus vegetarian will be available (International, Muslim, Chinese Mediterranean and European) • Opening Hours -Breakfast: 06:00-10:00 -Lunch: 11:00-15:00 -Dinner: 16:00-… • Space: 9,500 m² dining space; 1 seat for every 2.5 athletes/officials. • Preparation of food – 1st floor of dining hall • Box lunches distributed at venue sites

  16. Sanitation • Samples of food will be tested regularly • Box lunches (3 varieties) dispatched at venue sites • All illnesses that suggest a food-borne cause will be reported and investigated

  17. Doping Control • Director ZHU Yan will be in charge. • Plans have been developed in cooperation with China Anti-doping Association. • WADA and FISU rules will apply. • TUEs should be requested by athletes from their NADO or appropriate federation more than 21 days prior to leaving their country. • 714 urine tests required based on number of events. • Results obtained within 48 hours. • 20 blood samples may be taken. • Adams will be used.

  18. National and International epidemics/disasters • Bird flu • H1N1 • Radiation exposure: - Traces of radiation have been detected in China but also countries as far away as USA. - China has banned imports of milk products, vegetables, fruit and seafood from Japan. - Based on all reasonable information from scientific sources, this should not be an issue in Shenzhen August 2011.

  23. POLYCLINIC in the Village • Recommendations • Review registration process and integration of data with IT Department • Make sure adequate PT size. • One main telephone number. • Data collection of visits by type of illness / injury, date, sport, venue site, disposition.

  24. Village • Housing –each room 18 square meters, plus 5 square meters for toilet, sink. • 2-3 persons per room • 4,997 rooms dedicated to sleeping rooms. • One bed in each room of 2.4 meters, all others are 2.1 meters.

Recommendations: • On my return see menu samples, plans for movement of athletes and configuration of catering site. • I wish to meet with the Directors of Catering[ new contract company] and visit food preparation sites. • Always assure adequate ice and bottled water without gas. • Assure adequate restrooms. • Hand wipes available.

Doping Control • Recommendations • Develop grid for testing to be done each day based on detailed information I presented • Assign doping control rooms at each venue site and inspect these based on FISU recommendations for doping control rooms • Develop a contract with China Anti-Doping Laboratory China Anti-Doping Association and a transportation service for samples. • Develop plan for selection & training of DCO’s and chaperones • Work with WADA and Beijing Anti-Doping Agency to assure an educational program for the athletes. FISU will advise.

  28. Overall, good ideas, very good planning. Biggest issues are lack of experienced personnel in medical care for major international sporting events . • These can be solved by using resources that already exist in China (have had Asian games in Guangzhou, Summer Olympics in Beijing, and Winter Universiade in Harbin) and education training and close cooperation with FISU CM.
