Puerto Mosquito … • A place of beauty…it is Puerto Rico’s most pristine bioluminescent body of water • One of the brightest in the world • Vieques’ most unique natural resource • Visited by thousands of persons from all over the world every year • A source of economic activity in this low income municipality • An important educational and scientific research resource • Habitat for many species of flora and fauna • Safeharbor in times of storm

The problem • The aerial photographic record shows the road has existed for at least 75 years. • In a 2008 report to DNER, Carlos Ramos-Scharron, PhD, estimated a high erosion rate from this road and recommended the installation of erosion controls. • In November 2010, the VCHT submitted a proposal to EPA Sedimentation and erosion from the Sun Bay-Puerto Mosquito road

Sedimentation and erosion control • EPA awarded VCHT the funds for a demonstration project in erosion control • The last stretch of the road will be relocated • Cost-effective, low-environmental impact, high effectiveness in reducing sediment contribution to the bay BMPs, such a as checkdams and rolling dips will be installed Erosion and sedimentation control

Sedimentation and erosion control • The abandoned stretch of road will be reforested to keep it from eroding • This component is being developed as a collaborative effort with DNER • With the in-kind participation of Juan Amador, PE and Gregory L. Morris Engineering, COOP Erosion and sedimentation control

  8. Multi-parameter water quality monitoring • An in-situ instrument will monitor turbidity, water temperature, salinity, conductivity, dissolved oxygen, and dissolved oxygen percent saturation for one year. • Water quality data will be correlated with weather data • Made possible by matching funds and technical assistance from USGS and PREQB • Weather equipment will be provided by NOAA National Weather Service, San Juan.

Community training • Training for the Vieques construction industry and the Municipal Public Works Agency with on-site demonstrations on erosion and sedimentation control measures for unpaved roads • Workshops for members of the Viequeshospitality and tourism industry • Workshop for Municipal elected officials and agency heads

  10. Community training • Pilot program for the certification of Puerto Mosquito guides and tour operators With the support and participation of DNER, Puerto Rico Tourism Company, Puerto Rico Conservation Trust, Sea Grant

  11. DNER/Garnier-funded educational materials • Map/brochure about Puerto Mosquito: the ecosystem, its fragility, its importance, the threats and how to reduce them • Brochure about light pollution and how to reduce it

  12. MANTA sábado • For middle and high school children • Promotes science education through field science in Vieques’ ecosystems • Emphasizes Puerto Mosquito conservation • EPA-funded • Enhanced by the participation of wonderful experts, friends of Vieques and the Bay from UPR, USGS, EPA CaribbeanEnvironmentalProtectionDivision, Puerto Rico Senate, the Puerto Rico Conservation Trust, Magueyes Marine Laboratory …
