Introduction • Food security - availability, access, utilisation and stability of sufficient, safe and nutritious food that meets the dietary needs of people for an active and healthy life at all times. • Food insecurity - lack of such availability, access, utilisation and stability • Cadre Harmonise (CH) - harmonised framework for food and nutrition insecurity analysis

  3. The CH Process – 5 Steps • Inventory of evidence 2. Analysis of key evidence 3. Synthesis and classification into phases usingresults indicatorsand contributing factors: the five phases – minimal, under pressure or stressed, crisis, emergency, famine • Estimates of current and projected populations in the five phases • Communication of the findings/report for action

  4. Data Required for the CH analysis – Outcome/result indicators • Food Consumption – HDDS, FCS, HHS, CSI, SD, LPD, Caloric Proxies, etc • Livelihood Change – livelihood strategies, assets, etc • Nutritional status – GAM, BMI, MUAC, etc • Mortality – CDR, U5DR,

  5. Data Required for the CH analysis – Contributing Factor indicators • Hazards and vulnerability – data on market prices, flood or drought records, civil strife, population displacement, diseases, etc • Food availability – food production data • Food Access – functional markets, etc • Food utilization – food preferences, feeding practices, access to safe clean water, etc • Food Stability – stability of stock and supplies, etc

  6. Stakeholder roles: Food Sector/FSTG, Analysis Cells at State and federal levels • Provide any or all of the required data • Participate in the food insecurity analysis, using the evidence and contributions of experts/actors from different disciplines and sources • Different actors to adhere to the process and agree on the consensual conclusions.

  7. The Cadre Harmonise in Nigeria • The Cadre Harmonise (CH) project in Nigeria is being piloted in eight (8) States - Kano, Katsina, Zamfara, Sokoto, Adamawa, Borno, Yobe and Jigawa by the FAO and partners • The maiden Cadre Harmonise analysis in the country was conducted in October-November 2015 and the result is highlighted in Chart 1

  8. Highlights of the Cadre Harmonise analysis in Oct-Nov 2015 • Food consumption level across the eight states was within acceptable threshold except in Borno and Yobe states where larger food consumption gaps were recorded • Borno and Yobe states were classified into the crisis phase; Adamawa, Jigawa and southern Sokoto state were under stress, while the rest of Sokoto, Zamfara, Katsina and Kano states were under minimal insecurity situation

  10. Schedule for the next CH analysis in Nigeria • State basis analysis at Kano, 25/2/2016 to 1/3/2016. The 8 states will assemble at Kano for the exercise • National report consolidation at Abuja on 3/3/2016 to 4/3/2016 • All partners are invited to participate to contribute their data and expertise. Partners are to cater for the travel and accommodation logistics of their participants
