  6. FY2010 GLRI RFP – Review and Selection • Threshhold Eligibility Review – each proposal. • 3+ Technical Reviews – each eligible proposal. • Panel Review, Discussion, and Rankings. • Selection by Selection Official.

  7. FY2010 GLRI RFP – Typical Strengths/Weaknesses • Satisfaction of RFP Program Criteria. • Clearly describe how you will achieve outcomes, outputs, and expected results. • Capable of managing the award. • Prepared for the award.

  8. FY2010 GLRI RFP – Sub-Awards and Sub-contracts • Subcontracts must meet procurement requirements. • Sub-grants need not be competitively selected, but cannot be disguised contracts.
